The long-time actor/comedian and the 106 & Park star made their debut over the weekend, cozying up for all to see at a pre-BET Awards party at Union Station in Los Angeles.

(AP) ? A private investigator convicted of hacking phones for a Rupert Murdoch-owned tabloid must reveal who at the newspaper ordered him to do it, Britain's Supreme Court ruled Wednesday.

Glenn Mulcaire was jailed briefly in 2007 for eavesdropping on the voicemail messages of royal aides on behalf of the now-defunct News of the World.

Hacking victims suing Rupert Murdoch's News International want Mulcaire to provide evidence for their cases. The case before the court relates to a lawsuit by Nicola Phillips, an assistant to PR guru Max Clifford, who claims her phone was hacked.

Mulcaire attempted to refuse to name names under laws that prevent self-incrimination, but five judges from the country's highest court unanimously rejected that argument.

The judges ruled that the defense against self-incrimination does not apply to "proceedings for infringement of rights pertaining to any intellectual property," and that Phillips' business voicemails fell into that category.

In a statement issued through his lawyer, Mulcaire said he would comply with the order, and would "consider with my lawyers what the wider implications of this judgment are, if and when I am asked to answer questions in other cases."

The judges did not set a deadline for Mulcaire to comply, but Phillips' lawyer Mark Lewis, said he expected him to reveal the name within the next three weeks.

Mulcaire and former royal reporter Clive Goodman are so far the only people convicted of illegal eavesdropping in a scandal that continues to shake Britain's media, police and political establishments.

The revelation that staff at the News of the World had routinely eavesdropped on the phones of people in the public eye in search of scoops led Murdoch to close down the 168-year-old newspaper, scuppered his bid for broadcaster British Sky Broadcasting and spawned a judge-led inquiry into media ethics and three major police investigations into media misbehavior.

More than 40 people have been arrested and several have been charged, including Rebekah Brooks, the former head of Murdoch's British newspaper division.

Police arrested three more people in early-morning raids Wednesday in connection with alleged bribery of police and other officials by journalists.

The Metropolitan Police did not name the suspects but said they were a 46-year-old man who is a prison officer, a 50-year-old woman and a 37-year-old man whom British media identified as a former journalist with the Mirror group ? rival to Murdoch's newspapers. Previous journalist arrests have been of current or former News International employees.

Scotland Yard would not confirm the arrested man's identity but said that investigating officers "will follow where the evidence will take them. It has never been restricted to News International."

Mass. health law may bode well for federal law

BOSTON (AP) ? Massachusetts has the nation's highest rate of residents with health insurance. Visits to emergency rooms are beginning to ease. More residents are getting cancer screenings and more women are making prenatal doctors' visits.

Still, one of the biggest challenges for the state lies ahead: reining in spiraling costs.

Six years after Gov. Mitt Romney signed the nation's most ambitious health care law ? one that would lay the groundwork for his presidential opponent's national version ? supporters say the Massachusetts law holds promise for the long-term success of Barack Obama's plan.

Like the federal law it inspired, the Massachusetts law has multiple goals, among them expanding the number of insured residents, reducing emergency room visits, penalizing those who can afford coverage but opt to remain uninsured, and requiring employers to offer coverage or pay a fine.

Supporters of the Massachusetts experiment are quick to point out its successes.

An additional 400,000 individuals have gained insurance since 2006, meaning about 98 percent of residents have coverage.

A recent study by the Blue Cross Blue Shield of Massachusetts Foundation found that between 2006 and 2010, the use of emergency rooms for non-emergency reasons fell nearly 4 percent. That was a key goal of the law, since using emergency rooms for routine care is far more expensive than visiting a doctor.

State health officials also point to what they say are increases in mammograms, colon cancer screenings and prenatal care visits and a 150,000-person reduction in the number of smokers after the state expanded coverage for smoking cessation programs.

"Since Gov. Romney signed health care reform here in Massachusetts, more private companies are offering health care to their employees, fewer people are getting primary care in an expensive emergency room setting, and hundreds of thousands of our friends and neighbors have access to care," said Gov. Deval Patrick, a Democrat and co-chairman of Obama's re-election committee.

Another reason the law remains popular may be that so many Massachusetts residents receive insurance through work and have been largely untouched by its penalties. The Blue Cross Blue Shield study found 68 percent of non-elderly adults received coverage through their employers in 2010, up from about 64 percent in 2006.

The study also found no evidence to support one fear lawmakers had when they approved the law ? that employers or workers might drop coverage because of the availability of public coverage.

Another indication of the law's acceptance in Massachusetts is the reduction in the number of those assessed a tax penalty for failing to have insurance despite being able to afford it. In 2010, 44,000 Massachusetts tax filers were assessed the penalty under the "individual mandate." That's a drop from the 67,000 people required to pay the penalty in 2007, the first year it was assessed.

In 2010, the highest penalty was $93 a month, or $1,116 a year. In 2012, the highest penalty increased to $105 a month, or $1,260 a year.

Massachusetts is the only state with an individual mandate, although the Supreme Court last week upheld the constitutionality of a similar mandate in the federal law.

Despite the penalty, most polls place support for the initiative at more than 60 percent, about double the approval rate for the federal health care law.

Supporters say there's a lesson there too. The more people begin to understand the benefits of the federal law, they say, the more support for the federal law should increase.

"The first lesson is that you can meet the goals we set out in Massachusetts, you can cover the majority of the uninsured and fix the broken market" for health care, said Jonathan Gruber, who helped craft both the state law and the federal law as an adviser to Romney and Obama.

"And you can do so with broad public support," Gruber said. "Based on what we've seen in Massachusetts, people like this."

There are other indications of improving access to care in Massachusetts since the law was approved in 2006.

Residents are more likely to have a place they usually go when they are sick or need advice (up 4.7 percent), more likely to have had a preventive care visit (up 5.9 percent), more likely to have had multiple doctor visits (up 5 percent) and more likely to have had a dental visit (up 5 percent), the Blue Cross Blue Shield report found.

The charge that the 2006 law has been a "budget-buster" in Massachusetts has also been challenged.

A recent study by the business-backed Massachusetts Taxpayers Foundation found that during the five full fiscal years since it was implemented, the law has cost the state an additional $91 million a year after federal reimbursements ? well within initial projections.

The idea of exporting Massachusetts' law to the rest of the nation has its critics too.

Josh Archambault, health care policy director for the Pioneer Institute, a conservative-leaning Boston-based think tank, said a narrower approach would be better.

"There are many unintended consequences when Washington tries to design a policy that meets the very different needs of states as diverse as Massachusetts and, say, New Mexico," he said. "We need some specific federal actions to increase access to affordable health care, but the (federal law) went too far."

There's also at least one big cautionary note: Massachusetts still struggles to slow the spiraling cost of health care for residents.

This year both the Massachusetts House and Senate have approved bills aimed at trimming projected health care costs in the state by $150 billion to $160 billion over the next 15 years. A committee is hoping to iron out the differences between the two bills before the end of the formal session July 31.

Gruber said that while expanding coverage is easier than controlling costs, the cost question shouldn't be used as a reason not to expand coverage.

Gruber, who wrote a comic book called "Health Care Reform: What It Is, Why It's Necessary, How It Works" to help explain the federal law, likened health care expansion to a baby in its crib.

"We're going to have to crawl before we can walk and run," he said. "To say the bill failed (because it didn't include cost controls) is to say we need to keep the baby penned up until it can run."

The intelligence and linguistic acumen of our ape cousins, the bonobos, is well-understood. While chimps, orangutans and other great apes are all famously curious, intelligent, and expressive, the bonobo?seems to be?even more receptive to the complexities of language. And living in the modern era of tablets and touchscreens is intensifying that affinity.

Ken Schweller, a researcher at the Bonobo Hope Great Ape Sanctuary in Des Moines, Iowa, has been observing the progress of one Teco, whose father Kanzi is perhaps the most linguistically advanced non-human in the world. Kanzi wields a formidable vocabulary of?more than?500 "lexigrams," unique symbols that represent items and actions?such as "want," "strawberry" and "now." Kanzi employs all those?concepts using touchscreens and tablets ? which is a big improvement over the joysticks and picture posters that have been used over the past few decades.


Great Ape Trust

Teco has been growing up alongside his illustrious father, and has naturally been interested in the bright, colorful lexigram displays. But researchers were particularly pleased when, at the tender age of?4 months,?Teco began using language the way his father does, combining ideas and real-world objects with symbols. At an age when human children would still be working on basic motor skills, Teco was able to request a grape from a researcher using a touchscreen. His familiarity with the language-enabling tablets and screens (one may reasonably call them language prosthetics) is greater and more natural than any ape before him, and Teco may soon excel his father in powers of expression.

Schweller's article in IEEE Spectrum discusses the history and technology associated with bonobos and other apes learning language, and is well worth a read.

It was only a matter of time before Google+ Local started spreading to the mobile space, and iOS looks to be its first landing spot through a rebadge of the Google Places app. Apart from achieving harmony with Google's rapidly swelling social universe and letting us check Zagat ratings for nearby establishments, the update slips in the same voice search that Google has had in its primary Google Search app: we won't have to search for the best Vietnamese cuisine with that archaic keyboard. The refresh makes it similarly easy to find locations that aren't directly close by, and there's a tighter login process to keep that bar search history away from prying eyes. If you're a social adventurer with an iPhone or iPod touch, Google just gave your expeditions a shot in the arm.

Noisy union members gather outside NY utility HQ

NEW YORK (AP) ? With the heat pressing down on New Yorkers, pressure is mounting from all sides to resolve a Consolidated Edison lockout that left workers off their jobs while managers are keeping the electrical power going.

"Con Ed must end its lockout and allow the workers to return to their jobs while the new contract is negotiated," City Council Speaker Christine Quinn said in a statement Monday.

"When the power goes out and air conditioning and lights go off, it is often the most vulnerable such as the elderly and chronically ill that suffer with often serious consequences," the speaker said.

On Monday, union workers' tempers rose along with the heat on city streets.

"Kevin Burke, come out with your hands up, we want our pensions!" mechanic John Lucchini yelled into a bullhorn, naming Con Ed's CEO amid a protest in front of company headquarters.

Elsewhere in New York City, union leaders planned their next move following the breakdown of contract talks Sunday after a midnight deadline.

Both sides said there are many issues on which they have not reached agreement, including changing pension terms.

Con Ed offered workers a two-week extension, on condition they promise not to suddenly strike during that time. The union refused, and the utility declared a lockout, saying 8,500 workers would be replaced by 5,000 managers to keep services running.

A union spokesman said that sometime Monday, Harry Farrell, president of Local 1-2 of the Utility Workers of America, would call for federal mediators to intervene to get talks started again.

Union spokesman John Melia said Monday there was nothing new to report. He planned to issue a statement later in the day.

"We've been trying to get them back to the table since yesterday," company spokesman Mike Clendenin said Monday on "Good Morning New York."

The unionized workers told the company they'd be willing to work without a contract to keep the power company running, said Melia, who disputed the company's claim that its managers could do the job of the union workers.

A manager doing routine Con Ed work suffered minor burns, Con Ed confirmed.

Manhattan Borough President Scott Stringer issued a statement, saying Con Ed employees "deserve respect and a fair contract, and residents of the New York City region deserve assurances their power will continue without interruption as the heat wave continues."

He said both goals can be achieved "if we work together and settle this dispute amicably."

Another mechanic, Rick Brown, said there's nothing workers would like to do more than "than be on the clock."

But "the people who are doing the public an injustice are management," he said.

Brown was part of the noisy scene outside Con Ed headquarters near Union Square that included a chorus of honking, cheers and whistling heard a couple of blocks away. The honking was a show of support by drivers passing about 200 union demonstrators.

Many union workers wore T-shirts that said, "If we go out, the lights go out." They also featured a cracked, yellow light bulb with a red circle and slash.

Boos, catcalls and foul language erupted as management workers left the building.

Gregory Stephenson, a government relations employee at Con Ed who exited the company's corporate office to a loud chorus of boos, said he was disappointed by demonstrators' behavior.

"I understand the union's sentiment, but once you start to hurl abusive language ? I just think there needs to be a level of decorum and respect," he said.

Con Ed closed walk-in centers, suspended meter readings and limited work on major construction projects in New York after the talks broke down around 2 a.m. Sunday, a couple of hours after the existing contract expired. The impasse came as New York endured more high temperatures that increased demand for air conditioning among the utility's 3.2 million customers.

There were about 200 outages overnight, nearly all of which were resolved by morning, Con Ed spokesman Chris Olert said Monday. He said management personnel were standing by, ready to address any problems.

Temperatures are expected to be in the high 80s and low 90s throughout the week.

The extreme weather included vicious storms from Indiana to New Jersey and south to Virginia that left 17 people dead and 2.7 million without power. Most of the damage came in the mid-Atlantic region, and only scattered outages across Con Ed's service area in New York were reported as of Sunday. Con Ed said it is keeping a close watch on its system and has trained managers working on essential operations.
