ANAHEIM, Calif. (AP) - Brad Mills pitched five innings of three-hit ball in a spot start for the injured Dan Haren after getting called up from the minors, and the Los Angels Angels got home runs from Albert Pujols, Erick Aybar, Mike Trout and Mark Trumbo in a 6-0 victory over the Baltimore Orioles on Sunday.

Mills (1-0) threw 88 pitches on three days rest in his Angels debut with six strikeouts and no walks. The 27-year-old left-hander, obtained from Toronto in December for catcher Jeff Mathis, is 3-3 with a 7.38 ERA in 10 big league starts over a four-year span. But he is 3-0 with a 1.56 ERA in three starts against the Orioles.

LaTroy Hawkins, Kevin Jepsen and Jordan Walden each pitched an inning of relief and first-time All-Star Ernesto Frieri closed out the combined five-hitter for his 12th save in as many attempts, keeping his ERA unblemished in 26 appearances since the Angels obtained him from the San Diego Padres on May 3 for utilityman Alexi Amarista and minor leaguer Donn Roach.

The Angels' major league-leading 13th shutout of the season - two more than all of last year - put them a season-best 10 games over .500. They are a major league-best 42-24 since promoting Trout from Triple-A Salt Lake on April 28. The 20-year-old rookie heads to his first All-Star game batting .341 with 12 homers, 40 RBIs and an AL-high 26 stolen bases in 29 attempts.

Rookie Wei-Yin Chen (7-5) lost his fourth straight start after winning his previous three outings. The Taiwanese-born left-hander gave up five runs, five hits and three walks over four-plus innings in the shortest of his 17 big league starts.

Chen surrendered three homers in a span of seven batters as the Angels built a 4-0 lead through four. Aybar drove his to left-center field on the first pitch with two out in the second, Trout cleared the double-decker bullpen in left with two out in the third, and Pujols barely cleared the bullpen gate with a two-run shot two batters later - also on the first pitch - after a bloop double to center by Torii Hunter.

Maicer Izturis drove in the Angels' fifth run with a fourth-inning single after consecutive one-out walks to Aybar and Peter Bourjos. Trumbo added his 22nd homer with two out in the fifth, tying Garret Anderson (2003) for the most by an Angels player before the All-Star break since 2000, when Anderson had 26, Troy Glaus 25 and Mo Vaughn 23.

Medicaid official rules against Ind. abortion law

(AP) ? Indiana's decision to deny Planned Parenthood Medicaid funds because it performs abortions denies women the freedom to choose their health care providers, a federal hearing officer said.

The state had asked the Centers for Medicare and Medicaid Services in Chicago to reconsider its June 2011 ruling that found changes in Indiana's Medicaid plan unacceptable. But a hearing officer recommended in documents released Friday that a CMS administrator uphold the agency's initial decision.

The changes to Indiana's plan resulted from a 2011 law that would have made the state the first to deny the organization Medicaid funds for general health services, including cancer screenings. The law has been on hold while the dispute works its way through the courts.

The Indiana attorney general's office, which already is appealing a federal judge's order blocking the law, said it may also contest the panel's recommendation. The state had argued that the dispute should be decided administratively by the CMS, not in court.

"Because this is a recommendation, the Attorney General's Office has a chance to file an exception to it before the CMS administrator makes a final decision," the agency said in a statement.

Planned Parenthood of Indiana said it was gratified by the decision.

"Through its appeal, the State was continuing its attack on women's rights and attempting to restrict access to basic, lifesaving services such as Pap tests, breast exams, STD testing and treatment, and birth control," Betty Cockrum, chief executive officer of Planned Parenthood of Indiana, said in a statement.

While Planned Parenthood officials had feared they might have to close some of the organization's 28 clinics in Indiana or suspend some services because of a loss of Medicaid funds, that has not happened so far. Cockrum has said about 9,300 women rely on Planned Parenthood for their health care.

Indiana had argued that Medicaid funds intended to help groups like Planned Parenthood provide general health care would indirectly subsidize abortions. The Hyde Amendment, a 1976 provision named after the late Rep. Henry Hyde, R-Ill., bans all federal funds for abortion except in cases of rape, incest or when the life of the mother is at risk.

The state also said Planned Parenthood could continue to receive Medicaid funding if it established separate fiscal entities for abortion and other health care. But CMS said such an option was premature.

Hearing officer Benjamin Cohen wrote that the Indiana law violated the federal requirement that individuals must have the freedom to obtain care from any qualified provider. Restricting that choice just because a care provider also offers non-covered care isn't allowed, he wrote.

Indiana asked the 7th U.S. Circuit Court of Appeals in Chicago last August to lift U.S. District Judge Tanya Walton Pratt's June 24, 2011, preliminary injunction blocking parts of the abortion law. The court has not yet ruled.

Another federal appeals court ruled in May that Texas cannot ban Planned Parenthood from receiving state funds, at least until a lower court has a chance to hear formal arguments. A three-judge panel of the Fifth Circuit Court of Appeals agreed with a lower court that there's sufficient evidence the state's law preventing Planned Parenthood from participating in the Women's Health Program is unconstitutional.

Libya's liberals claim they lead in historic election

A liberal alliance led by a former Libyan rebel prime minister said Sunday the party's unofficial preliminary results showed it was in the lead in the country's first parliamentary election since the ouster of dictator Muammar Qaddafi.

Faisal Krekshi, secretary general of the Alliance of National Forces led by Mahmoud Jibril, said he was basing his results on reports by party representatives at ballot counting centers across the vast desert nation. He gave no details and the head of the election commission refused to confirm Krekshi's announcement.

"We are all waiting and we have nothing to suggest that one party is ahead of others," election commission chief Nouri al-Abar told reporters. He also?refused to set a date for announcing the full official results.

Libyans voted Saturday for the 200-seat legislature. Eighty seats are set aside for party lists and the remaining 120 are for individual independent candidates.

Officials from two other parties, including the Muslim Brotherhood's Justice and Construction Party, said Mr. Jibril's alliance was the biggest winner in the race for the 80 party seats. They also said they were basing their statements on party representatives at polling centers. They did not provide a breakdown.

Their claims could not be verified.

The vote capped a chaotic transition that has exposed major fault rifts in the country, ranging from the east-west divide to efforts by Islamists to assert power. It was a key milestone after a bitter civil war that ended Mr.?Qaddafi's?four-decade rule, and was the first time Libyans have voted for a parliament since 1964, five years before Qaddafi's?military coup that toppled the monarchy.

But the desert nation of 6 million people has fallen into turmoil since Qaddafi?was killed by rebel forces in his home city of Sirte in late October. Armed militias operate independently, refusing to be brought under the umbrella of a national army, and deepening regional and tribal divisions often devolve into bouts of violence.

Many people in eastern?Libya?resent what they perceive as a power grab by their rivals in the west. Some easterners boycotted Saturday's election in protest, and there was a spate of attacks on polling centers in the east that, in some cases, halted voting in some areas.

Al-Abar, the election commission chief, said preliminary figures showed 1.7 million of nearly 2.9 million eligible voters, or about 63 percent, cast their ballots Saturday. He also said that voters who were not able to cast their ballots for security reason were allowed to vote on Sunday.

The vote was characterized by scenes of joy and a sense of triumph by Libyans emerging from more than four decades of repressive one-man rule under Qaddafi.

They stayed out celebrating on the streets well after polls closed at 8 p.m. Fireworks lit the Tripoli sky, motorists honked their horns and stores stayed open well past midnight.

There were also shouts of "Libya?is free" by rebel fighters deployed throughout the capital in anticipation of any violence. They flashed fingers stained by the purple ink to show they had voted.

(AP) ? The Obama administration on Saturday declared Afghanistan the United States' newest "major non-NATO ally," an action designed to facilitate close defense cooperation after U.S. combat troops withdraw from the country in 2014 and as a political statement of support for Afghanistan's long-term stability.

U.S. Secretary of State Hillary Rodham Clinton made the announcement shortly after arriving in the country for talks with Afghan President Hamid Karzai.

"We see this as a powerful commitment to Afghanistan's future," she said at a news conference in the grand courtyard of Kabul's Presidential Palace. "We are not even imagining abandoning Afghanistan."

Clinton insisted that progress was coming incrementally but consistently to the war-torn nation after decades of conflict. "The security situation is more stable," she said. Afghan forces "are improving their capacity."

At the news conference, Karzai welcomed Clinton to Kabul and thanked the U.S. for its continued support.

Clinton repeated the tenets of America's "fight, talk, build" strategy for Afghanistan. The goal aims first to defeat dangerous extremists, win over Taliban militants and others willing to give up violence and help in the long reconstruction of Afghanistan ahead.

Fighting still rages as Afghan and U.S.-led coalition forces battle insurgents in the mostly eastern part of the country. Although casualties have fallen among foreign forces as the United States and other nations begin a gradual withdrawal, 215 coalition soldiers were killed in the first six months of the year ? compared to 271 in the same period last year.

Reconciliation efforts haven't gained steam, but Clinton said she was pleased to be meeting the foreign ministers of Afghanistan and Pakistan together in Tokyo ? a three-way relationship seen as key to stabilizing Afghanistan.

From Kabul, Clinton and Karzai were heading separately to Japan for an international conference on Afghan civilian assistance. Donors were expected to pledge around $4 billion a year in long-term civilian support.

Clinton stressed the importance of the pledges for civilian aid. Afghanistan's cash-strapped government is heavily dependent on foreign largesse, and any significant drop-off in financial assistance after 2014 could set back the country's development.

Asked about the systemic corruption that has plagued the Afghan government, Clinton said the U.S. was working hard with Afghan authorities to eliminate fraud, mismanagement and abuse. She said the meeting in Tokyo would include accountability measures to ensure that money sent to Afghanistan benefits the Afghan people.

"This is an issue the government and the people of Afghanistan want action on, and we want to ensure they are successful," Clinton said.

Nations that once gave more generously to Afghanistan are now seeking guarantees that their taxpayer money will not be lost to corruption and mismanagement.

International donors say that many promises to crack down on corruption have not been carried out. Some highly placed Afghan officials have been investigated for corruption but seldom prosecuted, and some of the graft investigations have come close to the president himself.

In Tokyo, representatives from some 70 countries and organizations will establish accountability guidelines to ensure that Afghanistan does more to improve governance and finance management, and to safeguard the democratic process, rule of law and human rights ? especially those of women.

On the major non-NATO ally designation, Clinton said Afghanistan would have access to U.S. defense supplies and training and cooperation.

"This is the kind of relationship that we think will be especially beneficial as we plan for the transition," she said. "It will help the Afghan military expand its capacity and have a broader relationship with the United States."

Designating Afghanistan as a major non-NATO ally was part of a Strategic Partnership Agreement signed by Presidents Barack Obama and Karzai in Kabul at the beginning of May.

On July 4, the U.S. ambassador to Afghanistan, Ryan Crocker, and the country's foreign minister announced that the two countries had completed their internal processes to ratify the agreement, which has now gone into force.

The declaration allows for streamlined defense cooperation, including expedited purchasing ability of American equipment and easier export control regulations. Afghanistan's military, which is heavily dependent on American and foreign assistance, already enjoys many of these benefits. The non-NATO ally status guarantees it will continue to do so.

Afghanistan becomes the 15th such country the U.S. has declared a major non-NATO ally. Others include Australia, Egypt, Israel and Japan. Afghanistan's neighbor Pakistan was the last nation to gain the status in 2004.

Clinton arrived in Afghanistan from Paris, where she attended a 100-nation conference on Syria.

ST. LOUIS (AP) - Kyle Lohse beat the Miami Marlins with seven innings of three-hit ball in 106-degree heat and Tony Cruz hit a go-ahead two-run triple in the St. Louis Cardinals' 3-2 victory on Saturday.

Allen Craig had three hits and Skip Schumaker added an RBI single in the fourth for the Cardinals, who have won five of seven and snapped the Marlins' three-game winning streak.

David Freese was hit by a pitch twice, walked and singled to reach base safely in all four trips.

Justin Ruggiano hit a two-run home run for the Marlins, who missed a chance to climb back to .500. Carlos Zambrano (4-7) lasted just five innings and Giancarlo Stanton lasted just two before leaving with right knee soreness, the injury that had kept him out four straight starts.

Jose Reyes, Hanley Ramirez and Carlos Lee, the top three in the Miami lineup, were a combined 0 for 11 with a walk and are 1 for 22 with two walks the first two games of a three-game set heading into the All-Star break.

Lohse (9-2) is 3-0 with a 2.08 ERA in three starts against Miami, allowing nine hits in 21 2-3 innings, and found his stride after Ruggiano's homer with one out in the third. The Marlins had two base runners the last five innings on a walk and a fielding error by Craig at first that was wiped clean when Reyes was caught flat-footed, getting picked off to end the fifth.

Lohse has won his past three starts overall and has worked seven or more innings six straight times.

Jason Motte allowed a pair of two-out singles in the ninth before getting Donovan Solano to foul out to end it for his 20th save.

Stanton singled to start the second and with one out Ruggiano hit his sixth homer, a drive to left-center to put the Marlins ahead. Ruggiano has 18 hits during a 10-game hitting streak.

The Cardinals stranded four runners the first three innings before getting to Zambrano in the fourth with the first four batters reaching safely. Schumaker hit an RBI single and scored when Cruz followed with an opposite-field drive into the right field corner that scooted past Ruggiano's attempt to cut off the ball.

Cruz has started the past two games in place of All-Star Yadier Molina, who returned to Puerto Rico on bereavement leave following the death of his wife's grandfather.

Zambrano lost for the first time at seven-year-old Busch Stadium after entering 6-0 in seven starts with a 1.73 ERA, the lowest among active pitchers at the ballpark. He lost for the second time in nine career decisions overall in St. Louis.

Marlins reliever Wade LeBlanc struck out the Cardinals' 3-4-5 hitters in the seventh and allowed one hit in three scoreless innings.

(AP) ? Greece's new three-party coalition government is ready to carry out long-delayed structural reforms, Prime Minister Antonis Samaras said Friday, as he acknowledged that the deficit reduction program has gone off target.

Tackling the country's deep recession, now in its fifth year, is a top priority, he said. To help the economy return to growth, some of the reforms demanded in Greece's bailout loan agreements might take longer than currently planned, he added.

"It is true that the fiscal reform program has gone off target," Samaras told Parliament during the presentation of his government's policy platform.

Greece has been lagging in reforms demanded by its international creditors in return for billions of euros (dollars) in rescue loans. Reforms were thrown further off track by protracted political uncertainty that led to two national elections in the space of six weeks in May and June, and left no party with enough votes to govern alone.

Samaras formed a power-sharing government shortly after his conservative party came first in June 17 elections.

"What we ask is to fight the recession," he said. He proposed delaying some austerity measures which are due to be completed within two years.

The government, made up of Samaras' conservatives, their traditional rival socialists and a small left-wing party, "aims to pull the country out of the crisis, correct the mistakes that were made, make up for lost time," Samaras said.

It will focus on selling state assets, such as the country's railway company, and liberalizing the energy market.

In his first public speech after recovering from serious eye surgery immediately after the elections, Samaras acknowledged the country had to make up for lost ground and pledged to fight against waste in public spending.

Samaras stressed that the new government was "determined to make a series of major structural reforms, not because our loan agreement asks it of us, but because we must. Some, in fact, should have been done years ago."

But he also lashed out at foreign officials who have publically suggested that Greece could be forced out of Europe's joint currency.

Greece can reverse the current negative market outlook, he said, warning however that officials in other European countries must stop predicting the country would drop out of the euro currency union.

"We can't be trying to restart the privatizations, attract investments, while foreign officials publically speak about the possibility of Greece returning to the drachma."

Parliament is to debate the policy statement and hold a vote of confidence in the new government at midnight on Sunday. With 179 of the legislature's 300 seats held by the coalition, the government is expected to easily pass the vote.
