United, negotiators for pilots agree on labor deal

(AP) ? United Airlines says it has a deal with union negotiators on a new labor contract with its own pilots and those from the former Continental Airlines.

United Continental Holdings Inc. said Friday that the agreement is an important step in creating a single workforce at the company, which was formed by a 2010 merger.

The deal is still subject to approval by governing boards of the two pilot groups and by rank-and-file pilots.

Both the United and former Continental pilots are represented by the Air Line Pilots Association.

RACKET DOPING

So you think table tennis is a low-key, low-stakes rainy-day game? No way. There's a form of "doping" in pingpong.

It has nothing to do with ingesting banned substances. We're talking about doctoring the racket to get more spin and speed, more dips and curves for the celluloid sphere.

The substances go by various names ? speed glue, booster or tuner. The world governing body of table tennis has eliminated some of the problem but has yet to wipe it out.

Matthew Syed, a two-time Olympian and three-time Commonwealth table tennis champion, lends insight.

"Table tennis has two distinct meanings," says Syed. "It's a mass participation parlor game that anybody can play. It's recreational. Then you have the elite, techno-crazy game. They are very different. So people are often surprised.

"But at this level, people are always looking for that edge."

Take Sandro Sukno.

Croatia's biggest offensive weapon in water polo and the team's leading scorer so far at the Olympics with nine goals, Sukno trudged past reporters carrying his teammates' caps slung over his shoulder on the way to the locker room after netting two goals in an 11-6 win over Australia.

Asked how he got stuck with the task, the 22-year-old Sukno shrugged: "I'm the youngest."

SYRIA PROTEST

A dozen people opposed to the Syrian government have protested the presence at the Olympics of equestrian rider Ahmad Saber Hamsho, whose father is under U.S. and EU sanctions for supporting the regime of President Bashar Assad.

Hamsho competed Saturday in the show jumping individual qualifier.

He's been quoted in the British media as supporting Assad. On Saturday, he dismissed the protesters outside the gate as "stupid."

"They should be proud of us athletes who are representing Syria," he said.

In Damascus, heavy explosions shook the capital Saturday and helicopters circled overhead as rebels appeared to be renewing their offensive in the city.

American sprinter Justin Gatlin has some advice for anyone up against Usain Bolt: Forget he's there.

"He's the equivalent of the guy walking on the moon for the first time," says Gatlin. "You have to line up in the blocks shoulder to shoulder with this guy? You're going to be in awe sometimes."

He says he's seen inexperienced runners allow themselves to be defeated by Bolt before a race has even begun.

BLAKE TRIES TO DASH OFF

Two Olympic volunteers tried to stop him, but Yohan Blake was having none of it.

Athletes are required to walk through a media zone following races but the Jamaican sprinter cut through a barrier in a bid to dodge everyone.

When challenged, Blake argued he wasn't going back and continued to walk toward what appeared to be a staging area for athletes. More Olympic personnel got involved, and Blake was escorted back out surrounded by at least four workers.

He didn't want to be there, walking briskly through the maze and refusing to stop for any questions.

"How was the race?" I shouted.

"It's not the finals. It's not the finals," he replied as he passed. "Good. Good."

Another royal family is getting air time in the equestrian ring at Greenwich Park.

Prince Abdullah Al Saud of Saudi Arabia, a grandson of King Abdullah, jumped a clean round in good time in the qualifying portion of the individual show jumping competition Saturday. The top 60 riders advance.

The prince, whose father and grandfather are both fans and owners of race horses, said he hoped his grandfather was watching on TV.

"He's the main sponsor for our team," Abdullah told The Associated Press. "He sponsored us with all these good quality horses, and trainers and all good stuff ? top stuff: grooms, blacksmiths ? so I think he deserves to have watched his sons from Saudi Arabia having good rounds today."

My answer:

It was a mistake to leave dental and vision coverage out of the Affordable Care Act, just as it was omitted from Medicare.

I would support Medicare For All if it were properly designed. Medicare as we have it is highly efficient for those it covers. When it was first enacted, it was expected that it would gradually be expanded to cover everyone. It would be easy enough to raise the Medicare tax and cover all.

Just as with Medicare, Medicare For All would allow private insurance companies to sell coverage for add-ons, as is the case with Medicare add-ons. Remember that Medicare does not cover everything. It has policy limits, just like a private insurance policy, and it does not cover dental and vision care. Those on Medicare can buy add-on coverage or ?gap coverage? as it is called, and they buy it from private insurance companies. So it is incorrect to refer to Medicare or Medicare for All as a ?single payer? plan because private insurance companies still have a place in the system.

Great Britainhas socialized medicine. The government employs all health care workers and owns all hospitals and clinics. This would not be a good fit for theUnited Statesor forWashington.

Canada Health is a Medicare For All program, and it is not socialized medicine. InCanadahealth care workers are not employed by the government, and hospitals are not owned by the government. The government is simply the payor. The Canadian people like their system, and so too do Canadian insurance companies. They do not have to bear the risk of covering all the health risks patients might incur, and they make a tidy profit selling add-on coverage. I do not know whether HealthCanadacovers dental and vision.

The Swiss program would also work in theUnited States. Private insurers provide coverage. They are not allowed to make a profit on basic health service, but they can make a profit by selling add-on coverage. The Swiss people like their system, and so too do Swiss insurance companies. I do not know whether the Swiss system covers dental and vision services.

The Hawaiian health system goes back 35 years and is highly effective and efficient. Insurance companies play the same part as under the APA, and the government leans on them to stress preventive medicine. People there are healthier. However, those who work less than 20 hours per week do not necessarily get health coverage paid for by their employers. Only 92% are covered under the Hawaiian program. Again I do not know whether dental and vision services are covered.

If I am elected lieutenant governor, I will make it one of my priorities to study and support a health care system that would cover all and that would include dental and vision coverage.

I would be eclectic about exactly how the health care system would work. I support keep private insurance companies in the picture providing add-on coverage.

As to why we got a health plan like the APA, which leaves many millions of us uncovered, the answer is that both political parties are dependent on special interests such as health insurers for campaign contributions. As long as laws are for sale, we are going to have laws that serve the interest of the special interests who buy the laws and not the interest of ordinary citizens.

Finally, I want to add that having access to clean and safe drinking water is a fundamental human right, probably the most basic and fundamental of human rights.

US jobs data trigger global market rally

LONDON (AP) ? Financial markets rallied Friday as an increase in U.S. hiring suggested the world's largest economy is not heading for recession but recovering gradually.

The news helped offset disappointment from the previous day, when the European Central Bank failed to deliver on bold promises of immediate action to overcome the region's debt crisis.

The U.S. Labor Department said Friday that 163,000 jobs were added in July, a timid sign of growth after three months of worryingly weak economic indicators and the highest number since February. The increase, however, was not enough to prevent a 0.1 point increase in the unemployment rate, to 8.3 percent.

Analysts said the number was strong enough to dispel fears of imminent recession, but likely not so strong as to dissuade the Federal Reserve from taking more action to help the economy.

"On balance, we doubt this would be enough to persuade the Fed to hold fire in September," said Paul Ashworth, analyst at Capital Economics.

Britain's FTSE 100 closed 2.2 percent higher at 5,787.28, while Germany's DAX added 3.9 percent to 6,865.66. France's CAC 40 climbed 4.4 percent to 3,374.19.

On Wall Street, the Dow industrial average rose 1 percent while the broader S&P 500 gained 2.1 percent.

The U.S. data helped markets recover what they lost on Thursday, when ECB President Mario Draghi offered no concrete new measures to save the euro, only a plan that is to go through committee approval.

On Friday, the euro jumped 1.7 percent to $1.2389. Even the bond markets improved after yields for financially struggling Spain and Italy jumped higher on Thursday. Spain's 10-year bond yield fell back below 7 percent, to 6.82 percent, while the main stock index jumped 6 percent higher.

Investors had hoped the ECB would resume purchases of government bonds to lower the borrowing costs of financially struggling countries such as Spain and announce other measures to calm a crisis that is dragging down global economic growth.

But Germany, which is Europe's biggest economy, is opposed to the ECB operating outside its mandate to control inflation and wants any government bond purchases to be financed by other funds set up to deal with the crisis.

The problem with the German approach, some analysts say, is that Europe's bailout funds lack the firepower to make much of a difference if the financial situation in a big economy such as Spain or Italy dramatically worsens.

A surge in Spain's borrowing costs early last week underlined that a bailout of one of Europe's largest economies is probably unaffordable and could splinter the common currency.

Earlier, Asian indexes closed lower, as traders there caught up with the ECB news.

Japan's Nikkei 225 stock average finished down 1.1 percent at 8,555.11, and Hong Kong's Hang Seng was 0.2 percent lower to 19,652.50. Australia's S&P/ASX 200 shed 1.1 percent to 4,221.50, and South Korea's Kospi dropped 1.1 percent to 1,848.68. The Shanghai Composite rose 1 percent to 2,132.80.

In energy trading, benchmark crude soared $4.45 to $91.58 a barrel in electronic trading on the New York Mercantile Exchange. The contract fell $1.78 to close at $87.13 on Thursday in New York.

In any negotiation it is important to establish a sense of integrity so that the other party knows that they can trust you with whatever negotiation is rendered. All too often people who were involved in negotiation are untrustworthy and use trickery early on in order to get concessions from the other party.

In team negotiations often the trickery and the meanness is used and then a nice guy is brought in later to close the deal. It is the basic good guy bad guy routine. Nevertheless, a seasoned veteran in negotiation will see these signs of game playing and trickery early on and establish that the other party has no integrity and perhaps even voiced his concern to the other party that he cannot trust them or anything they may say so how can they possibly negotiate.

Such a tactic is often dangerous because if you call someone a liar usually they are offended and someone offended generally wants revenge. In other words they will take out their revenge by insisting upon irrelevant or unnecessary concessions by you.

So how do you call someone a liar who is using trickery and deceit in negotiation? Often you can tell a story about another negotiation were someone had lied to you in a similar situation and what you thought of that person rather than calling them a liar directly.

No matter what happens you must establish the need for integrity and lack of trickery from your opponent in any negotiation if you are to reach a favorable settlement for all concerned. Consider this in 2006.

Insurance News - Small Group Health Insurance Enrollment ...

KENNEBUNK, Maine--(BUSINESS WIRE)-- In 2011, nearly 18 million people received comprehensive health insurance through fully-insured small group policies, compared to nearly 42 million people who received similar coverage through fully-insured large group policies, according to a new Healthcare Business Strategy report released by Mark Farrah Associates (MFA). Using information from the Supplemental Health Care Exhibits that insurance carriers file annually with the National Association of Insurance Commissioners (NAIC), MFA analyzed the small group health insurance market and found enrollment declined 1.5% between 2010 and 2011. While small group enrollment declined more than one percent, the total number of small employer insured groups, as reported by health plans, declined eighteen percent (18%), from 2.03 million small groups in 2010 to 1.67 million small groups in 2011.

Historically, a primary budget concern for small business owners has been the price of health insurance. The perception that small business owners paid significantly higher premiums than larger employer groups appears unfounded, according to the analysis. Based on 2010 and 2011 data, small group adjusted premiums per member per month were $4.17 and $4.86 less, respectively, than what large groups paid.

MFA also noted that leading competitors in the small group market are UnitedHealth, WellPoint, Aetna and Health Care Service Corporation (HCSC). IRS missing billions in ID theft

WASHINGTON (AP) ? The Internal Revenue Service may have delivered more than $5 billion in refund checks to identity thieves who filed fraudulent tax returns for 2011, Treasury Department investigators said Thursday. They estimate another $21 billion could make its way to ID thieves' pockets over the next five years.

The IRS is detecting far fewer fraudulent tax refund claims than actually occur, according to a government audit that warned the widespread problem could undermine public trust in the U.S. tax system. Although the IRS detected about 940,000 fraudulent returns for last year claiming $6.5 billion in refunds, there were potentially another 1.5 million undetected cases of thieves seeking refunds after assuming the identity of a dead person, child or someone else who normally wouldn't file a tax return.

In one example, investigators found a single address in Lansing, Mich., that was used to file 2,137 separate tax returns. The IRS issued more than $3.3 million in refunds to that address. Three addresses in Florida, the epicenter of the identity theft crisis, filed more than 500 returns totaling more than $1 million in refunds for each address.

In another troubling scenario, hundreds of refunds were deposited into the same bank account ? a red flag for investigators searching for ID thieves who may be filing for refunds for multiple people. In one instance, the IRS deposited 590 refunds totaling more than $900,000 into one account.

"We found multiple reasons for the IRS's inability to detect billions of dollars in fraud," J. Russell George, the Treasury Department's inspector general for tax administration, in a statement. "At a time when every dollar counts, these results are extremely troubling."

Topping the list of concerns is the IRS's lack of timely access to third-party information it needs to verify returns and root out fraud.

Many Americans are struggling to pay their bills and the IRS takes pride in processing returns and issuing refunds promptly. But taxpayers can start filing their returns in mid-January, while employers and financial institutions don't have to submit withholding and income documents for taxpayers to the IRS until the end of March. That means the IRS often issues refunds long before it can confirm the veracity of what's listed on taxpayer returns.

Thieves are also exploiting vulnerabilities in the way the IRS delivers refunds, investigators found. Of the 1.5 million undetected cases of potential fraud, 1.2 million used direct deposits, including pre-loaded debit cards. Thieves often prefer those methods to a paper check, which require a physical address to receive the check and photo ID matching the taxpayer's name to cash it.

IRS officials said the growth of identity theft-related fraud is one of its biggest challenges. Already this year, the agency has stopped almost $12 billion in confirmed fraud, it says. And it says its criminal investigators are actively pursuing those who perpetrate fraud ? including the previously undetected cases identified by the audit.

"If the IRS determines a refund has been issued improperly, we will attempt to recoup the funds," said IRS spokeswoman Michelle Eldridge.

The IRS agreed with the inspector general that Congress should expand the agency's access to resources that could help it fight theft, including the National Directory of New Hires, a database created to help states enforce child support orders. The IRS specifically asked Congress for that authority in its 2013 budget request.

But IRS officials disputed the notion that $21 billion in fraudulent returns could be issued over the next five years, arguing that the estimate didn't take into account the IRS's stepped-up compliance and prevention efforts.

"We're going to continue to monitor the IRS in this area until we see some improvement," Michael McKenney, the acting deputy inspector general for audit, told The Associated Press.

Investigators went back through a sample of the 1.5 billion undetected cases to see why the IRS never flagged them as fraudulent. In 49 of 60 returns, investigators said, the return didn't score high enough on the IRS's fraud filter to merit a closer review. In eight of the 11 cases where the IRS did perform an additional review, it never verified the income and withholding on the return.

The audit was prompted by a request from Florida Sen. Bill Nelson, whose home state contains the top two cities where fraudulent tax returns originate: Tampa and Miami. Last week Nelson, a Democrat, joined with Republican Sen. Tom Coburn of Oklahoma to introduce legislation designed to curb identity theft in the tax system.

"It's an ongoing problem," Nelson said in a statement. "We've got to find a fix."

Nelson's bill would improve protections for Social Security numbers that thieves need to file returns, and would expand an existing program that gives previous victims of ID theft a personal identification number to deter repeat offenses against the same taxpayer. Another bipartisan bill passed by the House on Wednesday would bolster prosecutions and strengthen criminal penalties on ID thieves.

The IRS said it is already putting a number of new measures in place, including new ID theft screening filters that will hold on to refunds until the IRS can verify a taxpayer's identity. That filter had thwarted about $1.3 billion in potentially fraudulent refunds through April, the audit said. Another system flags returns filed with Social Security numbers of those who have died.

For those who fall victim to identity thieves, the recovery process can be less than smooth. A separate report by the inspector general in May found that the IRS wasn't providing good customer service and proper assistance to victims of ID theft, increasing the burden for those whose identities are stolen. The Federal Trade Commission has listed identity theft as the No. 1 consumer complaint for the past 12 years.

CBS going forward with 'Glass House' lawsuit

LOS ANGELES (AP) ? CBS still wants to evict "The Glass House" from the airwaves.

The network moved ahead with its lawsuit against ABC this week by amending its filing that alleges ABC copied elements of "Big Brother" for its new reality TV competition series "The Glass House."

CBS attorneys added several more objections to the show now that ABC has aired several episodes, arguing that "'Glass House' employs the same plot, themes, mood, setting, pace, characters, dialogue, sequence of events and other concrete elements making up 'Big Brother.'"

CBS originally sought to stop "Glass House" from premiering in June, but a federal judge refused. U.S. District Judge Gary Feess agreed with ABC attorneys who argued that many of the filming techniques employed on "Glass House" are not unique to "Big Brother" and are used in other reality TV shows.

Both shows employ dozens of cameras to monitor a houseful of contestants vying for a cash prize, but Feess ruled the shows are likely to play out very differently.

Among the similarities that CBS added to its lawsuit this week were that both shows feature an "obligatory older" and "openly gay" player, "showmances" as a plot element and "generally comfortable, cloistered house" environments.

CBS says "Glass House" violates copyrights and trade secrets from "Big Brother" and alleges that dozens of former "Big Brother" staffers and producers now working with ABC on "Glass House" may have violated non-disclosure agreements.

The seventh episode of "Glass House" aired Monday on ABC.

The 14th season of "Big Brother" is currently airing three nights a week on CBS.

A spokesman for ABC did not immediately have a comment about the updated lawsuit.

ABC lawyers previously said "Glass House" is different because many of the contestants' decisions, and who remains in the house, are made by audience votes. Only the first season of "Big Brother" allowed viewers to choose which houseguest was evicted.
