NORFOLK, Va. (WAVY) - Higher real estate taxes could be enacted in the city of Norfolk to speed up the construction progress of at least two new schools.

Mayor Paul Fraim is proposing a 2-cent real estate tax increase, which could go into effect next summer if approved by city council.

"I think if they need to do it, if it helps all the schools get what they need, I'm for it," parent Sharon Tucker said.

John Shoberg says he does not agree.

"Why are going back and asking for more money?" Shoberg said.

Virginia Beach just raised its real estate tax by six cents.

Historian uncovers rare writings by 18th century political icon

Three political essays by one of the greatest British statesmen of the last 250 years have been discovered by a historian at Queen Mary, University of London.

The new finds constitute the earliest political writings by Edmund Burke (1729-97), dating from around 1757, when he was 27-years-old, a period often described as the 'missing years' of his biography.

Professor Richard Bourke, from the School of History at Queen Mary, came across the early essays among a series of notebooks belonging to William Burke, a close friend and distant relation of parliamentarian, Edmund.

"No new essays by Edmund Burke have been found since the 1930s, so these chance survivals are significant; offering a glimpse of the means by which a gifted orator grew into a respected political sage," says Professor Bourke, who found the collection of works during the course of his research in the Sheffield Archives.

The newly attributed manuscripts are significant as they hint at the philosophical thinking and intellectual themes that influenced Burke's subsequent 30-year parliamentary career. The discovery features in the September 2012 edition of The Historical Journal*

Professor Bourke adds: "It has always been known that in the middle of the 1750s Burke applied himself to the study of philosophy and history as he pursued a literary career in London. It now emerges that he deliberately sought to deepen his understanding of the contemporary political world through the philosophical lens developed by his forefathers from the age of Enlightenment."

An MP for the Whig Party from 1766 to 1794, Burke is a "great and controversial political icon", having enjoyed cult status in both the history of conservatism and the history of liberalism. Unlike almost every other parliamentary speaker from the age of Fox and Pitt, Burke's speeches are still read today, while memorable quotes such as "the age of chivalry is dead" are forever ingrained into English language. One reason for his enduring appeal is that he managed to combine outstanding eloquence with potent political insight. The essays that Bourke identified concern the nature of political parties, the role of citizen armies in the modern states, and the constitutional relationship between Britain and Ireland.

These serious themes were much-debated in British politics in the second half of the 18th century, and formed the political backdrop to Burke's long and illustrious career in the House of Commons.

Can California Cap And Trade Program Help Bridge Solar ...

Which brings me to a new report about the vast potential for new rooftop solar projects in California.? According to the research, conducted by Energy and Environmental Economics for the California Public Utility Commission (CPUC), the state could add 15 GW of new local solar ? we?re talking about rooftops, not utility-scale installations?to the grid by 2020, making the state?s electricity system more diverse and saving utilities the cost of transmission infrastructure and maintenance to boot. So how do the auction and these solar projects relate to one another?? Well, ideally, if we have all this solar potential in California, one great use for auction revenues would be to somehow use them to dramatically scale up distributed solar across the state.

There are a number of ways to do this, but one I?ve been noodling on ever since the cleantech CEO retreat I went to 2 weeks ago is to give solar project developers the upfront capital they need to overcome what?s been the most major barrier to solar development: inability to find tax equity partners.? The Federal Investment Tax Credit could be a great solar financing tool, but many of these developers are small and scrappy, and don?t have high enough taxes that a tax credit is meaningful to them. What they need is up front capital to do their projects, which they can they pay back through consumer energy savings once the solar system is up. ?For them, a state revolving loan fund might be a great use of AB32 revenues ? a fund that, because it would be constantly replenished, would be a smart use of government resources to boot.

AT&T's already working on an app to keep folks from texting while driving, but earlier this month it gave folks at a Los Angeles hackathon the chance to develop their own solution. 11-year-old Victoria Walker and David Grau, a creative director and designer at an interactive agency, were awarded $20,000 by Big Blue to bring their smartphone application to the public. Dubbed Rode Dog, the prize-winning software allows friends and family to organize themselves into "packs" and monitor their text messaging habits. Watchful users can spot when a fellow group member is texting and initiate a barking noise on the offender's phone. Much like squawking seat belt systems, the app is designed to remind drivers of their wrongdoing and doesn't stop the ruckus until they acknowledge it. If you'd rather have a chicken or other animal grab your attention, the duo crafted an in-app shop that offers other wildlife sound sound effects. Rode Dog isn't expected to hit iOS, Android and Windows Phone until its fully polished, but you can sign up to receive word of its launch at the second source link below.

Asian stocks sink as global economy fears rise

HONG KONG (AP) ? Asian stocks mostly drifted lower Monday as investors' growing concerns about the shaky global economy overpowered any remaining optimism over central bank stimulus efforts.

Crude oil tumbled while the dollar rose against the euro but fell against the Japanese yen.

Tokyo's Nikkei 225 index dropped 0.4 percent to 9,070.78 and Seoul's Kospi index shed 0.2 percent to 1,999.18. Hong Kong's Hang Seng was down less than 0.1 percent to 20,724.17 while Sydney's ASX S&P 200 fell 0.4 percent to 4,388.60. Benchmarks in Singapore and Indonesia also fell.

Strategists at Credit Agricole CIB wrote in a research note that the "euphoria emanating" from recent moves by the Federal Reserve, European Central Bank and Bank of Japan to stimulate growth is "fading quickly."

"The reality of weak growth and underlying structural tensions is coming back to haunt markets."

The Fed vowed in mid-September to buy billions in mortgage securities each month until the economy improves in a third round of what is known as quantitative easing, or QE3. The ECB and Bank of Japan followed with their own renewed bond-buying plans.

"There is this struggle between optimism towards QE3 and the concern about the global economic slowdown," said Louis Wong, a director at Phillip Securities in Hong Kong. "So investors are weighing the easing measures of central banks and the health of the global economy."

China's Shanghai Composite Index rose 0.3 percent to 2,032.44, reversing losses earlier in the day. However, the benchmark is still at its lowest point since January 2009.

Chinese stocks are being hurt by a dispute between China and Japan over disputed islands that has heightened tensions between Asia's two biggest economies.

They're also under pressure as investors worry about what Chinese authorities will do to restart growth amid the country's economic slowdown. Wong said it's unlikely that Chinese authorities will unveil any major stimulus measures ahead of the National Day holiday next week or an expected but still unscheduled Communist Party meeting to hand over power to a next generation of leaders.

"This inaction by the Chinese government also weighs," Wong said.

Asian markets were also reacting to some downbeat economic reports released over the weekend. The U.S. Labor Department said that the unemployment rate rose in more than half of states last month, the latest evidence that hiring remains tepid across the world's biggest economy. The World Trade Organization, meanwhile, cut estimates for global trade growth for this year and next. Both reports came out on Friday after Asian markets closed.

In Tokyo, camera maker Canon Inc. slid 3.5 percent and global automaker Honda Motor Co. dropped 2 percent. Australian mining giant Rio Tinto Ltd. lost 2 percent. Petrochina, China's biggest oil and gas company, fell 1.6 percent.

On Wall Street Friday, markets were little changed. The Dow lost 0.1 percent to close at 13,579.47 while the broader Standard & Poor's 500 fell a minuscule 0.01 percent to 1,460.15. The Nasdaq composite rose 0.1 percent, to 3,179.96.

In currencies, the euro weakened to $1.2947 from $1.2989 in late trading Friday while the dollar fell to 78.07 Japanese yen from 78.15 yen.

U.S. benchmark crude for October delivery was down 82 cents to $92.08 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 47 cents to settle at $92.89 on Friday.

Dr. Fischer's Game Night: War of the Rings Card Game- Still Fun

In the aftermath of our summer vacation I was left thinking about which games I've purchased that have actually gotten a lot of play. I'm as guilty as most gamers of accumulating vast piles of lead, rules, and boardgames that then sit sad and forlorn on the shelf waiting to be played or painted. This year the kids are off to school, however, so we are on a tight budget and I am trying to get the dusty stuff off the shelves and onto the table.

I picked up the Lord of the Rings Card Game a while back with high hopes. It's cooperative, the components are beautiful, and the theme is popular. When I played it at the game store it was a lot of fun. Unfortunately the rules seem to have been written in one language and then translated across two more before making their way into English. As a result our first attempts to play at home were just demoralizing. I put it away and only took it out again for the vacation.

When the kids text "RTFM" to each other they are being wise indeed. When I took the time to really read the instructions and understand them much of the game fell into focus. We ended up playing several times and had a lot of fun. Much of what I said in my original review still holds true now. I think what strikes me in hindsight is how fun it is to come close to winning and then get crushed. It sounds silly but a challenging coop game where you Almost win is really a good time. The game drags you back for another go.

Further, the factions you can play in the game allow each player to find something they enjoy doing. My wife enjoys dealing out damage and slaying monsters. There's a faction for that. I like cheating fate and disrupting the plans of evil. There's a faction for that as well. The game allows and supports varied play style.

Finally, the game has a nice narrative quality. As you struggle to complete the quests you do feel like a story is being told. There are narrow escapes, epic battles, and through it all you wait for Gandalf to appear and pull your bottoms out of the fire! Which will happen, to everyone's relief.

The Lord of the Rings Card Game has absolutely held up over time. I recommend reading the rules a few times and struggling through a game or two. At that point I suspect you'll be hooked.
