During a press conference at the Cambodiana Hotel at Phnom Phen, Cambodia, Dr Kan Zaw first stated the investment plan for the Dawei Deep Sea Port Project.

Currently at the Deep Sea Port project there are only Myanmar and Italian Thai Companies working in cooperating, and we hope to gain more foreign countries participation and hence we invite third party countries? involvement other than Thailand and Myanmar.

The third party countries mean Asean countries, Asia- Pacific region as well as Europe and America, and we have invited investors from those countries.

The key developer at the Project is Italian-Thai Company from Thailand. For the Myanmar investor, we will set up Da wei Development Public Company and we will invite portfolio investment. ASEAN Submit in Cambodia, Myanmar President U Thein Sein? and Thailand Prime Minister Yingluck Shinawatra had a special meeting on the 19th Nov, 2012 at the Peace Palace building in Phnom Phen. From that the meeting it was confirmed that the Dawei Deep Sea Port Project and Special Economic Zone Development will be completed in 2015.

Men may share more genes with sisters' kids than with cheating wife's kids

SALT LAKE CITY, Nov. 27, 2012 A University of Utah study produced new mathematical support for a theory that explains why men in some cultures often feed and care for their sisters' children: where extramarital sex is common and accepted, a man's genes are more likely to be passed on by their sister's kids than by their wife's kids.

The theory previously was believed valid only if a man was likely to be the biological father of less than one in four of his wife's children a number that anthropologists found improbably low.

But in the new study, University of Utah anthropology Professor Alan Rogers shows mathematically that if certain assumptions in the theory are made less stringent and more realistic, that ratio changes from one in four to one in two, so the theory works more easily.

In other words, a man's genes are more likely to be passed by his sisters' children if fewer than half of his wife's kids are biologically his rather than the old requirement that he had to sire fewer than a quarter of his wife's kids, according to the study published online Nov. 28 in the journal Proceedings of the Royal Society B.

"Imagine a mutation that encourages its bearers, if they are men, to be helpful and invest resources in the children of their sisters," Rogers says. "If that man lives in a society where most of his wife's children were fathered by other men, then this gene may not be in many of his wife's children. A man really doesn't know if any of his wife's kids were fathered by him, but he knows he and his sister have the same mom. So this gene may, in fact, be in more of his sisters' children."

"Thus, over time, the frequency of this gene increases because men are increasing the survival and fitness of their sisters' children the ones more likely to carry the gene," he adds.

The new study "shows that it is much easier than we thought for your niece to be a closer relative than your wife's daughter," Rogers says.

The research was funded by the University of Utah.

Why Men Help their Sisters' Kids: Theory and Debate

"Men invest in children in many ways; they care for them, feed them and leave them resources when the men die," Roger says. "But in some human societies, these are the children of sisters rather than those of wives. For decades, anthropologists have wondered why."

Extramarital mating is common in some cultures, including in central Africa and South America, he says, but not in the U.S. or other Western societies where infidelity, as prevalent as seems, much is less common by comparison.

"In some societies it is expected; it isn't seen as cheating," Rogers says. "And it isn't really just about promiscuity. Even where extramarital sex isn't common, women get divorced and remarried and have households with offspring from several men."

Rogers says: "In many societies where extramarital mating is the norm, men may not share genes with the children of wives. There is less doubt about relatedness to sisters' children. This suggests an interesting hypothesis: perhaps natural selection has shaped this practice, by encouraging males to direct investment toward genetic relatives."

"There was great enthusiasm for this idea during the 1970s, until a problem came to light," he continues. "Simple calculations suggested that the explanation collapses unless men father fewer than about one in four of their wife's children. Many have doubted that the number the paternity threshold number could really be this low."

Rogers' new study shows it is much easier than that for the idea to be true for natural selection to favor men who help their sisters' kids. He shows the theory holds true if men father fewer than half their wife's kids rather than fewer than one-quarter of those kids something much more likely to happen in reality.

The study shows this mathematically by relaxing assumptions previously made as part of the uncle-caretaker theory.

Rogers says it isn't enough to take into account the probability of paternity the odds that a child's biological father also is his mother's husband. The new study shows that if the assumptions made in old studies are relaxed, another parameter also must be measured: "the probability a brother and sister had the same biological father. The higher that probability, the more closely related a man is to his sister and his sister's kids."

Making Old Assumptions More Realistic

Rogers examined four assumptions made in previous studies and changed them to be more realistic. In this more realistic theory, men are more likely to share genes with their sister's children than under the old theory.

The first two assumptions of the existing theory were that "women are equally receptive to extramarital affairs and that each has an infinite number of paramours," says Rogers. "These assumptions both lower estimates of relatedness between men and the children of their sisters. Relaxing either assumption increases our estimate of the fitness payoff to men who invest in children of sisters."

[Rogers notes the theory applies to a man's sisters' children, but not to his brothers' children "because your brother has no more confidence than you do about the paternity of his wife's children. Sisters are a better bet, because they know who their kids are."]

"Previous calculations assume every woman in the population is equally promiscuous," Rogers says. "If you relax that assumption and instead assume some women are more promiscuous than others, it means men are more likely to share genes with their sisters' children."

"The earlier theory also assumed women each woman had an infinite number of boyfriends," instead of a range from one to infinity, he adds. "It made the math simple and it gave you a wrong answer."

The new study showed mathematically that a man's relatedness to his sister's kids increases if his wife has fewer rather than more extramarital partners and if she allocates sex and thus having children unevenly among them.

A third problem with previous studies is that they assumed resources given to any child were equally valuable. Rogers says that didn't account for the fact that giving your wife's kids twice as many resources isn't necessarily twice as good once the kids have what they need but may be only half again as good for them. So the man may be better off also giving resources to his sisters' kids.

"The old model didn't account for that, and because of that, it biased things in favor of the wife's children. When the nieces and nephews share fewer genes, they end up getting zero resources rather than some reduced share, as they should."

The fourth problem with most previous calculations was that they didn't account for a simple reality: "The best thing for a man to do depends on how his wife is going to respond," Rogers says. "If wives punish their husbands one way or another for delivering goods to their nieces and nephews, it's not just the husband deciding what is best for the husband. Women have an active role in all of these decisions and that role was ignored in the previous model."

Another study published recently took that into account, making it easier to understand how natural selection might favor men who invest in their sisters' offspring.

Rogers believes that natural selection and genetics ultimately contributes to people helping their relatives in most cultures, even if the primary motivation may be tax breaks for those who provide cash gifts to relatives rather than passing on one's genes.

"People are nice to relatives all over the world, and I think selection has something to do with that," he says.

Rogers says that didn't account for the fact that giving your wife's kids twice as many resources isn't necessarily twice as good once the kids have what they need but may be only half again as good for them. So the man may be better off also giving resources to his sisters' kids.

"The old model didn't account for that, and because of that, it biased things in favor of the wife's children. When the nieces and nephews share fewer genes, they end up getting zero resources rather than some reduced share, as they should."

The fourth problem with most previous calculations was that they didn't account for a simple reality: "The best thing for a man to do depends on how his wife is going to respond," Rogers says. "If wives punish their husbands one way or another for delivering goods to their nieces and nephews, it's not just the husband deciding what is best for the husband. Women have an active role in all of these decisions and that role was ignored in the previous model."

Another study published recently took that into account, making it easier to understand how natural selection might favor men who invest in their sisters' offspring.

Rogers believes that natural selection and genetics ultimately contributes to people helping their relatives in most cultures, even if the primary motivation may be tax breaks for those who provide cash gifts to relatives rather than passing on one's genes.

"People are nice to relatives all over the world, and I think selection has something to do with that," he says.

Efficacy of supervised Tai Chi exercises versus conventional physical therapy exercises in fall prevention for frail older adults: a randomized controlled trial. Disabil Rehabil. 2012 Nov 20; Authors: Tousignant M, Corriveau H, Roy PM, Desrosiers J, Dubuc N, H?bert R Abstract Purpose: To compare the effectiveness of supervised Tai Chi exercises versus the conventional physical therapy exercises in a personalized rehabilitation program in terms of the incidence and severity of falls in a frail older population. Method: The participants were frail older adults living in the community, admitted to the day hospital program in Sherbrooke, Quebec, Canada (n = 152). They were randomized to receive a 15-week intervention, either by supervised Tai Chi exercises (n = 76) or conventional physical therapy (n = 76). Fall incidence and severity were assessed using both the calendar technique and phone interviews once a month during 12 months following the end of the intervention. Other variables were collected at baseline to compare the two groups: age, comorbidity, balance, sensory interaction on balance, and self-rated health. Results: Both interventions demonstrated a protective effect on falls but Tai Chi showed a greater one (RR = 0.74; 95% CI = 0.56-0.98) as compared to conventional physical therapy exercises.

Conclusions: Supervised Tai Chi exercises as part of a rehabilitation program seem to be a more effective alternative to the conventional physical therapy exercises for this specific population.

Ah, Call of Duty, the scourge of gaming? or so some would have you believe. Indeed, there is no more polarizing franchise than Activision?s first-person shooter. Cynics suggest the series isn?t progressing; to which I say, give Black Ops 2 a try. No, it?s not a full blown revelation, but there more than a few new tricks up Treyarch?s sleeve this time around.

CONTROLS (4.75/5)

One area where the Call of Duty series has been polished to a fine sheen is the controls, which continue to feature the most responsive aiming of any shooter on the market. Melee accuracy feels as though it has been turned way down, however, something that led to many close-quarters deaths during my early online forays. There?s also an on-rails aerial segment late in the campaign mode that was a bit annoying, which is responsible for the slight deduction.

GRAPHICS/SOUND (4.25/5)

After playing Halo 4 and Assassin?s Creed III, there?s no denying Black Ops 2 doesn?t match those games? visual power. That being said, Treyarch has done a nice job squeezing a little more life out of the engine with polished cut scenes and varied environments ? even if it?s not quite the globetrotting affair seen in previous entries. The best part about the visuals is the ingenuity with cleverly designed weapons that feel both futuristic and plausible (read: no laser guns).

Say what you will about the lack of progression in Call of Duty?s graphics over the years, but they keep things humming along at a steady frame rate that adds to the breakneck pace of the campaign. There are a number of elaborate set pieces throughout with tons of enemies and/or massive explosions, all of which are presented without even a hint of slowing. There?s also plenty of visceral bloodshed with Black Ops 2 earning its ?M? rating.

Movie buffs will immediately recognize the contributions of Michael Rooker and Tony Todd, but even with that familiarity it doesn?t become distracting (something Ice Cube?s inclusion did for me in the original Black Ops). The voice acting is pretty good, but there seemed to be issues with the mixing as about halfway through I flipped on the subtitles to make sure I understood the dialogue. You?ll have no such issues with the sounds of battle, which boom through the speakers. There is one caveat: the online yells of death sound pretty goofy.

GAMEPLAY (4.5/5)

Delightfully absurd might be the best way to describe many of the recent Call of Duty plotlines, therefore it was a surprise to find an interesting and somewhat layered tale behind Black Ops 2. The story centres on David Mason, the son of Black Ops protagonist Alex Mason, and his special forces unit as they try to track down cyber-terrorist Raul Menendez. It?s told through a series of present day elements and flashbacks to the exploits of the elder Mason and Frank Woods, who essentially serves as the narrator. Despite jumping back and forth, the story is easy to follow.

One of the more enjoyable aspects is how the game weaves together fictional and historical events, placing characters in situations with real people like Jonas Savimbi, Manuel Noriega and David Petraeus (clearly written in before the scandal) ? hell, even Oliver North makes a cameo. Black Ops 2 certainly isn?t the first title to do this, but it strikes a very good balance.

New to the campaign is a series of optional ?strike force? missions, which is meant to take sort of a real-time strategy approach. You command units, moving them to defend or attack various points, while retaining the ability to jump into any one of them and take direct control. On paper it sounds pretty cool. In practice it feels like a work in progress. Unmanned units are largely impotent and splitting your forces never works. Instead you just end up ordering everyone to advance on a specific locale and jump from one unit to the next, killing as many enemies as you can. If Treyarch plans to bring the concept back next time it definitely needs some fine tuning.

Another addition is branching plot points. Throughout the campaign you?ll have the chance to alter the way the story progresses and ultimately where it ends up. Some moments are clear ? kill person A or person B ? while others are murky, but collectively they offer players the opportunity to tackle the campaign a second time without seeing the exact same stuff again.

While many may bypass the campaign and jump right into the multiplayer, they are doing themselves a disservice as Black Ops 2 features the most interesting campaign to date for Call of Duty. It?s skillfully paced, features a well fleshed out villain (Menendez) with an atypical goal (global chaos) and has plenty of ?oh shit!? moments along the way.

Speaking of multiplayer, Treyarch has made a handful of judicious changes to Activision?s bread and butter, and nearly all of them work well. Perhaps the biggest is that loadouts are more customizable than ever with each player being given 10 slots to fill however they?d like. Want to carry one gun with six perks? You can. Want to carry two primary weapons and grenades sans perks? That?s an option, too. What about going into battle with just a combat knife? You bet. More than any Call of Duty game before, Black Ops 2 lets you play how you want to.

Kill streaks have also been replaced by score streaks ? a subtle yet important difference as points can be earned for more than just putting an opponent in the ground. For example, call in a UAV and earn assist points for every teammate kill recorded while it?s active. Granted, most of your score still comes from killing enemies. It just offers a little more freedom and rewards you for supporting teammates. Players will also eventually gain access to the future tech seen in the campaign mode, which offers some new gadgets to use online.

Beyond that, online multiplayer is classic Call of Duty goodness with well designed, multi-level maps that keep you on your toes from start to finish with quick twitch shooter action. The modes are instantly familiar and a slick interface ties everything together. There?s definitely a vocal minority that will rail against Black Ops 2 because of that, but when you?re releasing the next installment in a series that?ll invariably dominate the online marketplace, reinventing the wheel isn?t what?s called for.

Rounding out the offerings is Treyarch?s signature Zombie mode, and it too gets some innovation in the form of ?Tranzit,? which is sort of a poor man?s campaign. It?s an interesting twist on the formula as you travel from location to location on a bus driven by the zombie version of a Johnny Cab (fans of the original Total Recall will know what I mean), and even though I?ve never warmed to the zombie craze (I don?t even watch The Walking Dead), there is mindless fun to be had jumping online with friends and mowing down wave after wave of the undead.

If Tranzit is a bit too involved, there?s still the classic survival option, which can be played on any of the three included locations. Another new mode, Grief, puts two teams into the same area and tasks them with working in conjunction with (or against) the other team. You can?t shoot each other, but you can tempt the undead to swarm the competition. It?s a bit of a cat and mouse approach where only one team can survive.

OVERALL (4.5/5)

Once again, Activision shows that it knows the pulse of its fan base. Call of Duty: Black Ops 2 makes some welcome adjustments to both multiplayer components and tops off another strong showing for the series with the best campaign Treyarch has even produced.

Official: Gas company worker caused Mass. blast

SPRINGFIELD, Mass. (AP) ? The state fire marshal say a gas company worker responding to reports of a gas leak in western Massachusetts punctured a pipe that led to a massive explosion that injured 18 people.

Authorities on Sunday did not name the worker who caused the natural gas blast in Springfield, one of New England's largest cities. Friday's explosion there flattened a strip club, heavily damaged a day care center and scattered debris over several blocks.

Some officials called it a miracle that no one was killed.

Most of the injured were part of a group of gas workers, firefighters and police officers who ducked for cover behind a utility truck just before the blast. Part of the neighborhood already had been evacuated because of reports of a gas leak and odor.

(AP) ? Regional leaders met in Uganda Saturday in the latest summit intended to find a solution to the crisis in eastern Congo as the M23 rebel group takes territory from the army and threatens to topple President Joseph Kabila's government.

Uganda, whose leader is acting as a mediator, has had its credibility tarnished by revelations in a U.N. report that some of its military officials actively support M23 rebels, who this week took control of the provincial capital Goma as well as the city of Sake in Congo's east. Rwanda is also accused of supporting the rebels. Both countries deny the charges.

Kenyan President Mwai Kibaki and Tanzanian President Jakaya Kikwete also attended the Kampala summit, which is being held under the auspices of a regional bloc called the International Conference on the Great Lakes Region, or ICGLR, of which Congo is a member.

A previous summit of the ICGLR endorsed the creation of a "neutral international force" to police eastern Congo. Tanzania has already offered to contribute some of the 4,000 troops needed, but the force's mandate is not yet clear and funding remains a problem. Ugandan diplomats said regional leaders were likely to talk in detail about the force.

Kabila was in Uganda for the talks Saturday, but Rwandan President Paul Kagame was absent. Ugandan officials said M23 representatives were not invited to the summit and denied reports that Jean-Marie Runiga, the M23's political leader, was in the country for separate negotiations with the Ugandan government.

"I have not seen them," Crispus Kiyonga, Uganda's defense minister, who held meetings with some M23 officials before Goma was captured by M23, said of the rebels. Ugandan officials say previous meetings with M23 rebels were held with the knowledge of Kabila, who at first declined to negotiate with the rebels but later changed his stance.

"This is a summit for regional leaders, not a negotiation meeting. The rebels cannot be in the summit," said Okello Oryem, Uganda's deputy minister of foreign affairs.

M23 is made up of hundreds of officers who deserted the Congolese army in April. Since then the rebels have occupied vast swaths of territory in mineral-rich eastern Congo, and their capture of Goma this week put pressure on President Joseph Kabila to negotiate with the rebels, who accuse his government of failing to honor the terms of a 2009 peace deal that incorporated them into the national army. The rebels took Goma without much of a battle, with the Congolese army fleeing in disarray and U.N. peacekeepers holding fire.

M23 leaders insist they will attempt to capture the Congolese capital of Kinshasa if Kabila does not negotiate directly with them. Uganda's President Yoweri Museveni, Congolese President Kabila and Rwanda President Kagame said in a statement Wednesday that they would not tolerate M23's talk of toppling the Kinshasa government, demanding that the rebels pull out of Goma and make a retreat. But the rebels went ahead and took Sake.

"In solidarity with the Congolese people and their counterparts, President Yoweri Museveni and President Kagame made it clear that even if there were legitimate grievances by the mutinying group known as the M23, they cannot accept expansion of this war or entertain the idea of overthrowing the legitimate government of the DRC (Congo) or undermining its authority," the presidents' statement said. "Therefore the M23 rebel group must immediately stop its offensive and pull out of Goma."

On Friday, Congo's president suspended the army chief of staff following the publication of a United Nations report which reveals that Gen. Gabriel Amisi oversaw a criminal network selling arms to rebels in the country's troubled east. The rebels also took the town of Sake.

Congo's troubled east has been plagued by decades of violence, and the latest rebellion is a reincarnation of a previous conflict. The rebel group that took Goma dubs itself the M23, a reference to the March 23, 2009 peace deal that paved the way for fighters from a now-defunct rebel group to join the army. Charging that the peace accord was not implemented, soldiers defected from the Congo army in April to form the M23. Both the M23 and the previous rebel group, known as the CNDP, are widely believed to be backed by neighboring Rwanda, which has fought two wars against its much-larger neighbor.

Craft markets or shows are rather interesting. ?The crafts tend to be textile (eg. knitter or?crocheted? items), wood items, hand crafted?jewelry, homemade candles and homemade baked goods. ?In my experience, vendors tend to have their prices on the high side but you are getting something unique and they do have to pay for their table along with all associated costs so they really are making nothing off of what they sell. ?As a crafter, I am well aware of this so have no problem supporting fellow crafters especially during the holiday season. ?It spreads a bit of good cheer :)

At the same time, I know and know where to find the resources these very same crafters are selling. ?It doesn't matter that I'm not a?competitor, it matters that I can make the very same thing myself at a fraction of the cost for gift giving. ?Not only that, many crafters are very generous with sharing their suppliers and how they do things especially if they don't view you as being the competition.

While I am a avid crafter I don't sell my crafts. ?They are created for my family, friends and our enjoyment. ?I honestly don't think there is much of a market in many hand crafted items, certainly not enough to pay for the materials and time. ?Rather, I craft out of the love of crafting and as a way to keep my hands busy while watching television. ?Knitting and crocheting tend to help me relax as well, most times unless it is a poorly written pattern. Still, craft markets can be a mecca for supporting other crafters while getting a few new ideas of crafts you would like to make for gift giving.
