Bid to boost disaster aid clears Senate hurdle (AP)

WASHINGTON ? Senate Democrats turned the tables and scored a victory Tuesday in a bid to pass $7 billion in emergency disaster relief.

After a loss Monday caused by too many absent senators, the disaster relief measure cleared a procedural hurdle by a 61-38 vote, one more than needed to defeat GOP blocking tactics.

The vote could set the stage for passage of the measure later this week, depending on whether conservative Republicans will continue to try to block the legislation. The funding measure comes in the wake of Hurricane Irene and Tropical Storm Lee, which have led to widespread flooding in the East.

The measure would immediately give the Federal Emergency Management Agency $500 million to replenish its main disaster aid account, which could run dry before the Sept. 30 end of the 2011 budget year, as well as $4.6 billion for 2012 as requested by President Barack Obama. It also provides $1.3 billion for Army Corps of Engineers for flood-control projects.

With FEMA accounts running dangerously low, the agency has been forced to halt longer-term rebuilding projects for past disasters in order to conserve money for immediate help like food and emergency shelter for victims of Irene and Lee.

Eight Republicans joined with every Democrat to advance the measure. Key support came from GOP conservatives from disaster-affected states, including Roy Blunt of Missouri, John Hoeven of North Dakota and tea party favorite Pat Toomey of Pennsylvania, who switched his vote after voting against the measure on Monday.

Tuesday's vote sets up a potential battle with the Republican-controlled House, whose leaders say they will put an undetermined amount of disaster aid in a separate measure to keep the government running past Sept. 30 and prevent a government shutdown. Republicans leaders promise to advance Obama's request, but they may seek to add offsetting spending cuts to cover at least the $500 million in immediate FEMA relief.

Senate Republican leader Mitch McConnell said he prefers the thriftier approach promised by House GOP leaders.

"The House before the end of this month will be sending over a (stopgap funding bill) that includes a responsible approach to paying for the multiple disasters that we have had over the last few months," McConnell said.

This year has featured a wave of disasters ? tornadoes in Missouri and Alabama, flooding in North Dakota and across the East, and a rare earthquake in Virginia ? and even tea party lawmakers elected to shrink the size of government have joined with liberal Democrats to win the emergency aid.

The vote puts the Senate on the path to officially debate the legislation, but it could take days if conservatives seek to continue to slow the measure.

But some may, after Obama leaves office in January 2013, recall the inspired decision by the Republican leadership to depart from recent precedent and not to bother offering a response to the Obama speech. That decision had the virtue of allowing millions of Americans to turn their attention more quickly to preparations for serious viewing of the season-opening Packers-Saints football game. But it also signaled a level of confidence on the part of Republicans that they no longer had to worry much about President Obama?s ability to frame the national debate, rally support for his proposals, or draw blood from his attacks.

That confidence is, on the whole, warranted and welcome. Of course, it shouldn?t become overconfidence. Obama still has advantages going into 2012. Incumbent presidents usually get reelected. What?s more, since the end of the Cold War the Democratic presidential nominee has outpolled the Republican in the national vote 4 out of 5 times. Third-party efforts, either from the Tea Party right or the Jon Huntsman-like center, could hurt the GOP. And Republican control of the House leaves open the possibility that Obama may succeed in assigning the GOP some part of the blame for the nation?s parlous condition. Obama clearly intends to mimic Harry Truman and run against ?do-nothing? Republicans.

Still, Republican confidence is more justified than not, given the survey data regarding President Obama?s job performance and the economic data regarding the state of the nation. And such confidence will prove healthy?if it leads Republicans not to obsess about their ongoing criticism of Obama, but to devote time and effort to their own agenda for governing in 2013. And that agenda should be both politically and substantively bold. Republican presidential candidates have to understand that the way to avoid Tom Dewey?s fate in 1948 is to be more like Ronald Reagan in 1980?or, to be bipartisan about it, like Bill Clinton in 1992. Reagan and Clinton ran not only as governors with reasonably successful records but, more important, as bold reformers with clear and big agendas for the country. They were also were willing to break with their own party?s recent past and their party establishment?s orthodoxy. That?s the model for Republican success in 2012.

Which is why some of us were hoping for Paul Ryan or Chris Christie or Mitch Daniels to run for the presidency. That seems not to be in the cards. But the good news, lost in some of the back-and-forth during last Wednesday?s GOP presidential debate and the micro-analysis afterward, is that the frontrunners, Rick Perry and Mitt Romney, do seem open to Reaganite boldness, not Dewey-esque caution. It?s true that they?re not quite there yet. Romney?s almost self-parodic 59-point economic plan, unveiled last week, lacks an underlying narrative and vision.
Perry?s impressively forthright general statements of policy direction so far lack enough detail. But each can correct his characteristic deficiency. And if neither shows signs of doing so by mid-October, after four more debates, then there will still be time for another candidate to move to the top tier or to enter the race.

But what?s key, surely, is to think big. Bill Bennett likes to quote Chekhov: ?You will not become a saint through other people?s sins.? Of course the presidency isn?t sainthood, and you can become president partly through the incumbent?s deficiencies. But you can?t count on that. In any case the country, at this moment, deserves more. The Republican primary electorate and the American public expect more. Neither will reward a presidential candidate who tries to play it safe.

This means Republicans will have to think of 2012 as an election on the scale of 1932 and 1980. This election can be a moment when the nation endorses a major course correction in policy and governance, and not merely a reactive repudiation of a failed incumbent. The example of FDR?a governor for four years, a child of privilege with a mixed reformer-establishment pedigree who was able to bridge rifts in his own party?should give heart to those inclined to support Mitt Romney. The example of Reagan?a big-state governor with a history of risky positions and incautious statements who was able nonetheless to win over independents to a bold agenda?should give heart to those inclined to prefer Perry. The example of Clinton (a less auspicious example, to be sure), who didn?t get into the race until October 1991, can give hope to those holding out for Christie or others. But the task is to go far beyond reacting to Obama?s failed presidency, and to lay out a governing agenda suitable to the challenges of the day.

Here the frontrunners can benefit from the other candidates in the race. They can learn from Rick Santorum?s moral clarity on social issues and intellectual clarity on foreign policy; from Michele Bachmann?s steely opposition to big government and welfare-state liberalism; from Newt Gingrich?s willingness to consider big ideas from whatever source; even from Ron Paul and his critique of fiat currency, Jon Huntsman and his proposal for tax simplification, and Herman Cain and his call for citizen empowerment rather than liberal paternalism. And they can learn too from Sarah Palin?s powerful critique of corporate crony capitalism.

Just as FDR became the carrier of all sorts of progressive ideas that he didn?t originate and hadn?t been particularly identified with before 1932, just as Ronald Reagan added in 1980 to his previously more conventional conservative repertoire elements of supply-side economics and the neoconservative critique of the Great Society?so the next Republican nominee has an opportunity to speak for more than himself. He can speak for a broad movement of economic reform and political reformation. He can speak for the best in the American tradition. If he does so, victory in 2012 will be more likely, and it will be worth having.

At 3 sites of loss, Obama quietly honors 9/11 dead (AP)

WASHINGTON ? On a day of serenity and remembrance, President Barack Obama honored the dead of Sept. 11 with his quiet presence Sunday at the three most tangible reminders of both the incredible loss and dauntless resilience of a country rebuilding a decade later.

At New York's ground zero, Obama touched the names of the lost etched into bronze at a memorial pool created in the footprint of one of the downed World Trade Center towers.

In a field in rural Pennsylvania, he walked the marbled Wall of Names and placed a wreath memorializing the 40 people who crashed at Shanksville after fighting back against the hijackers and driving their plane into the ground.

At the Pentagon, too, the president placed a wreath at a memorial where each of 184 victims is remembered with a bench and small reflecting pool. A brass quartet played a soulful rendition of "Amazing Grace" as the president greeted visitors to the memorial.

This was not a day centered on presidential speechmaking. Rather, Obama's principal role was simply to be there as the nation paused to remember the nearly 3,000 lives lost and ponder all that has transpired.

At a ceremony at ground zero, Obama read Psalm 46, which he chose because it speaks of perseverance through challenges.

"God is our refuge and strength," Obama intoned, "a very present help in trouble. Therefore, we will not fear."

On a sun-splashed New York morning, Obama and his wife, Michelle, first walked with former President George W. Bush and his wife, Laura, to the North Memorial Pool. All four touched the names etched in bronze and silently bowed their heads. They then turned to dispense greetings and hugs to family members of those who died.

This also was not a day for partisanship or rancor.

Bush gave Obama a quick nod of solidarity after the president's reading. It was the first time the two presidents had seen each other since their Rose Garden appearance after the Haiti earthquake in January 2010.

The presidents and their wives stood behind bulletproof glass during the ceremony, an indication of the tight security surrounding the day's events. In Washington, Obama's chief counterterrorism adviser convened a meeting in the Situation Room to review security precautions for the weekend.

Obama's stop in Shanksville drew spontaneous applause and chants of "USA" from those at the memorial site, where each of the 40 marble slabs is inscribed with the name of someone who died in the crash. Obama and his wife lingered at the site to pose for photos with visitors, greet children and share some quiet laughs.

"Thanks for getting bin Laden," one man called out.

The Obamas then walked to the boulder that marks the actual crash site and stood quietly together in a field of wildflowers for a time.

"I think it's just important that the president shows his support for the families that lost loved ones," said Jaleel Dyson, an 18-year-old from Washington who attends college in the area and came to pay tribute to the dead.

At the Pentagon, the Obamas took their time mingling with memorial visitors and family members of those who died, some of them wearing ribbons and T-shirts bearing the names and photos of their loved ones. For all the solemnity of the occasion, there were smiles and laughter in the crowd as well.

Obama, who was a state senator from Illinois when the hijackers struck in 2001, has called on Americans this weekend to remember and serve, and to come together toward a joint future.

"Ten years later, I'd say America came through this thing in a way that was consistent with our character," he told NBC News. "We've made mistakes. Some things haven't happened as quickly as they needed to. But overall, we took the fight to al-Qaida, we preserved our values, we preserved our character."

Obama's only other planned public remarks Sunday were to come at a memorial concert in Washington in the evening.

His goals were to acknowledge how the country has changed, such as an increased vigilance against terrorism, and the things that have stayed the same, the values of freedom and liberty that bind the country together.

In the broadcast interview, Obama recalled going home after the attacks and rocking his baby daughter, Sasha. "Our first reaction was, and continues to be, just heartbreak for the families involved. The other thing that we all remember is how America came together."

In the chaotic and terrifying days following 9/11, WWE SmackDown was the first public assembly of its size, taking place live from Houston on Sept. 13, 2001. It proved to be a gathering not only in defiance of terrorism but also a reminder that the United States and its citizens remain resilient. The following WWE employees offered their reflections on the events of that day and the days to follow.
