What It Is Like to Go to War

A Vietnam vet urges soldiers to talk more openly about what it means to fight.

Ask most combat veterans what war is like and they?ll tell you ? if they agree to talk about it at all ? that you can?t know war unless you?ve been there. War movies and battle memoirs will never replicate the firsthand horror and exhilaration of battle. Karl Marlantes, a Marine lieutenant and platoon leader in Vietnam, is equally well aware that combat cannot be bound between two covers. In calling his new book What It Is Like to Go to War, hasn?t Marlantes promised the impossible?

?What It Is Like to Go to War? is really more about What It Is Like to Have Gone to War. True, this book describes the chaos of combat, with beautifully conjured landscapes and riveting battle sequences. Some scenes are nearly identical to those in Marlantes?s bestselling novel, ?Matterhorn,? and like the novel, ?What It Is Like? spares no detail about exhaustion, or excrement, or jungle rot. But this new book is less a memoir than an intellectual analysis in which Marlantes grapples with the complex and disconcerting moral questions involved in fighting and killing.

What he has replicated isn?t war, but rather the constant mental churning that follows and a quest to recover from man?s impulses in deadly situations.

It may be an equally impossible task, but Marlantes attempts it with deliberate dissection: Each chapter is titled after behaviors endemic to the war experience ? Killing, Loyalty, Heroism ? and emotions like Guilt or the lack thereof, and Numbness. He musters an army of philosophers, historians, and religious texts with which to attack (and deconstruct) the war experience. He quotes Nietzsche?s fatalism: ?I am by nature warlike. To attack is among my instincts.?

?What It Is Like to Go to War? goes through all this to amplify what is ultimately a simple plea: The veterans? code of silence must be broken. And yet, in constantly turning from his own thoughts toward those of dead philosophers, Marlantes risks overshadowing the power and emotional impact of his voice. That story after all ? of a single man who fought in Vietnam and spent decades learning how to heal himself ? is the book?s vital center.

As Marlantes?s own experience illustrates, silence may provide strength to the veteran and save him from society?s ridicule and scorn, but it also leads a returning soldier to release bottled-up emotions through aggression, or meaningless sex, or substance abuse, as Marlantes himself once did. The only way to rewrite this code of silence, Marlantes says, is to teach soldiers how to express their feelings and process their experiences in wartime, not afterward. ?During combat tours time must be carved out to reflect,? he writes. He wishes that after each military action, his commanding officer could have ?drawn us all together, just us. In ten or fifteen minutes of solemn time we could have asked forgiveness and said good-bye to our lost friends....?

In Vietnam, Marlantes made his soldiers bury the bodies of their victims and assumed the men would complete this as a ?mechanical task.? After all, they were already claiming body parts as trophies ? cutting off the ears of dead Vietnamese and affixing them to their hats and helmets. But instead, when faced with the solemn, humanizing ritual, the soldiers cried. ?Why,? he asks, ?don?t we bury our enemies with ceremony??

Many people might see such practices as unmanly or silly, he says, but he?s determined to change that ? and with it, to change what it?s like to go to war. ?[I]f by reading this book before entering combat a young warrior can be helped to better handle the many psychological, moral, and spiritual stresses of combat,? he writes in the opening chapter, ?then this book will have been worth writing.?

But his book isn?t just for future soldiers. It?s for all of us, to help us understand what we?re asking our soldiers to do. We know that war is horrific, but Marlantes also wants us to know that it can be ?pleasurable and satisfying? ? and that the dangers of denying this duality are great. It took Marlantes decades to confront the moral ambiguities of his combat experience and even longer to speak about them. He?s talking now, though, even as he remains wounded ? and feels that he has wounded others. The mere act of walking on grass, he writes, makes him feel like he?s ?walking on someone?s skin.? Those of us who have never been to war cannot feel this pain, nor would we want to. But we can see it ? and respect it.

Jennifer Miller?s debut novel, ?The Year of the Gadfly,? will be published in May 2012.

Report: Many Mexican police still paid low wages (AP)

MEXICO CITY ? A government report released Sunday shows many Mexican police officers still earn $350 per month or less, despite reform efforts aimed at increasing wages and decreasing corruption among the country's police.

A report by the government's National Public Safety System says the average wage for state police in Mexico is 9,250 pesos, which is equal to about $670 per month or about $8,000 annually.

But in the drug violence-wracked northern border state of Tamaulipas, state officers receive on average about 3,618 pesos, or $262 per month. Officers in the far-less-violent central state of Aguascalientes receive five times more than that.

Some of the best-paid state and local police are in the northwestern border state of Baja California, while some of the lowest-paid police are in the southern part of the country.

The report urged lagging states and municipalities to raise police wages. Low salaries have been cited as one cause of police corruption.

On Saturday, federal prosecutors detained the police chief of Ciudad Lerdo in northern Durango state and 39 of his officers for questioning in connection with the disappearance of a federal police officer on July 10.

The federal officer was serving as part of a guard detail in the city when he disappeared.

Federal police detained the local officers and took them to the neighboring city of Torreon for questioning. The officers have not been formally charged with any wrongdoing.

Federal police officers usually earn much more than their state or local counterparts, with a starting wage of about 12,000 pesos, or $870 per month.

2 tablespoons butter or margarine
1 pounds skinless chicken breast, diced
a tube (7 ounces) refrigerated biscuits
1 can (12 ounces) evaporated milk
1 can cream of chicken soup, undiluted 1 package
. (16 oz) frozen mixed vegetables 1 teaspoon
seasoning bird
1 / 4 teaspoon paprika
1 / 2 teaspoon dried onion flakes, optional

Melt the butter or margarine in a saucepan over medium heat. Add chicken and cook for 5 to 8 minutes or until no longer pink, stirring occasionally. Meanwhile, separate biscuits and cut in half, to one side. Add milk, soup, vegetables, poultry seasoning, and flakes onion and chicken in the pot and mix well. Bring to a boil, stirring frequently. Quickly place cookie halves in one layer on the dish. Sprinkle the tops of the biscuits with paprika. Cover the pot and reduce heat low heat. Simmer for 15 to 20 minutes or until cookies are light and fluffy.

More Than Half U.S. Banks Posting Noteworthy Increases in Nonresidential, Multifamily Lending

While commercial real estate continues to burden the nation?s 7,522 banks and thrifts that reported results to the FDIC as of June 30, the severity of the CRE-related impairment is gradually decreasing and lending is on the increase.

Overall, banks continued to scale back the total amount of commercial real estate loans on their books. However, most of the drop came from loans for construction and development activities. Banks actually increased lending for multifamily projects over the first quarter by about $1.4 billion.

Significantly too, half the nation?s banks boosted their lending on nonresidential and multifamily properties by $50 million or more in the second quarter of the year.

Five banks did so by more than $1 billion.
* Manufacturers and Traders Trust Co., $3.36 bl
* Hancock Bank of Louisiana, $2.58 bl
* First Niagara Bank, $1.55 bl
* NAFH National Bank, $1.35 bl
* Wells Fargo Bank, $1.13 bl

All but Wells Fargo of that group increased commercial real estate lending across the board, including construction and development loans. Wells Fargo?s construction and development loan portfolio dropped by $2.2 billion.

Banks continued to increase their own holdings in real estate as well in the form of bank buildings and fixed assets with the amount increasing from $120.7 billion to $121.2 billion first quarter to second quarter. The number of full-time equivalent employees reported by insured institutions ? 2,104,698 ? was 12,124 (0.6%) higher than in first quarter 2011.

Impairments on the Mend

The total amount of foreclosed commercial real estate and delinquent or restructured CRE loans for the nation?s banks dropped 7.5% from $187.7 billion to $173.6 billion at the end of the second from the first quarter.

Most of the recuperation is stemming from write-downs and attrition in construction and development loans, and the lack of new lending in that area.

Of the 7,522 insured reporting banks in the country as of June 30, distressed commercial real estate assets made up 1% or less of total assets at 4,177 banks ? 56% of the banks in the country. That was down from 4,298 banks in the first quarter.

As deteriorating conditions lessen, the amount of capital that banks have available to loan should increase. Banks are already setting aside fewer dollars to deal with the losses, according to the FDIC. Loan-loss provisions totaled $19 billion, a decline of $21.4 billion (53%) from second quarter 2010. This is the seventh consecutive quarter that provisions have declined from year-earlier levels.

The nation?s banks have also been whittling away at the amount of assets held for sale.

Foreclosed real estate holdings including single-family dropped from $52.5 billion in the first quarter of this year to $51.4 billion as of June 30. The commercial real estate portion of that stood at $31 billion down slightly from the first quarter. Multifamily was up from $2.48 billion to $2.67 billion. Nonresidential was basically unchanged at $10.7 billion. Construction and development projects property holdings dropped from $18 billion to $17.7 billion.

The total amount of loans and leases banks held for sale also declined significantly from the first quarter ? dropping from $121.2 billion to $108.6 billion.

Delinquencies

The amount of commercial real estate loans delinquent more than 30 days also showed significant improvement dropping 12% in the second quarter from the first quarter. The amount dropped from $121.6 billion in the first quarter to $107 billion at the end of June. The biggest improvement came from construction and development loan category dropping from $53.8 billion to $45.8 billion ? a 15% decline. Multifamily dropped from $10 billion to $8.8 billion ? a 12% decline. Delinquent nonresidential loans dropped from $57.8 billion to $52.4 billion ? a 9% decline.

Restructurings

Banks continued to work with commercial real estate borrowers in restructuring their loans. The total amount of restructured CRE loans went up from $34.9 billion to $35.7 billion. Of the total amount of CRE loans restructured, $16.7 billion was classified as delinquent more than 30 days as of June 30.

Individual Bank Distress
