Cops: Dead 2-yr-old's dad wanted for questioning

WALL TOWNSHIP, N.J. - Authorities are looking for the father of a New Jersey toddler who was found dead in her car seat, partially submerged in a stream.

Two-year-old Tierra Morgan lived in Lakehurst with her mother and was having a court-approved visit with her father Monday, but he never brought her back.

The Monmouth County Prosecutor's Office says Arthur Morgan III is wanted for questioning in his daughter's death. She was found still strapped into her car seat in a park stream Tuesday afternoon in Wall Township, about 20 miles away.

The toddler was discovered by children playing in Shark River Park. They notified park rangers, who called police.

A warrant charging Morgan with child endangerment was issued before the girl's body was found. An autopsy is to be done Wednesday morning.

Panel set to fail to cut deficit $1.2 trillion (AP)

WASHINGTON ? It's just about over for a special deficit-reduction supercommittee, which appears set to admit failure on Monday in its quest to sop up at least $1.2 trillion in government red ink over the coming decade.

The bipartisan 12-member panel is sputtering to a close after two months of talks in which key members and top congressional leaders never got close to bridging a fundamental divide over how much to raise taxes. The budget deficit has forced the government to borrow 36 cents of every dollar it spent last year.

In a series of television interviews, not a single panelist seemed optimistic Sunday about any last-minute breakthrough, and aides said any remaining talks had broken off.

Monday is deadline day. The panel officially has until Wednesday to approve a deficit-slashing plan, but under its rules, any plan would have to be unveiled 48 hours in advance.

Instead, it appeared co-chairs Sen. Patty Murray, D-Wash., and Rep. Jeb Hensarling, R-Texas would issue a statement declaring the panel's work at an end, aides said.

The two sides had never gotten particularly close, at least in the official exchanges of offers that were leaked to the media.

"There is one sticking divide. And that's the issue of what I call shared sacrifice," said panel co-chair Sen. Patty Murray, D-Wash., on CNN's "State of the Union."

"The wealthiest Americans who earn over a million a year have to share too. And that line in the sand, we haven't seen Republicans willing to cross yet," she said.

Republicans said Democrats' demands on taxes were simply too great and weren't accompanied by large enough proposals to curb the explosive growth of so-called entitlement programs like Medicare and Medicaid.

"If you look at the Democrats' position it was `We have to raise taxes. We have to pass this jobs bill, which is another almost half-trillion dollars. And we're not excited about entitlement reform,' " countered Republican Jon Kyl of Arizona on NBC's "Meet the Press."

"Put a bow on it. It's done," said an aide to a supercommittee Republican.

Failure by the panel would trigger about $1 trillion over nine years in automatic across-the-board spending cuts to a wide range of domestic programs and the Pentagon budget, starting in 2013, according to the Congressional Budget Office. This action, called a "sequester," would also generate $169 billion in savings from lower interest costs on the national debt.

Defense Secretary Leon Panetta says the required cuts of up to $454 billion to the Pentagon would be "devastating" and leave a "hollow force." Defense hawks of Capitol Hill promise they won't allow them to be that deep. But that effort will be complicated by the insistence of other lawmakers that the overall amount of the budget cuts be left in place.

The panel's failure also sets up a fight within a battle-weary, dysfunctional Congress over renewing a payroll tax cut and jobless benefits for the long-term unemployed, both of which are set to expire at the end of the year. Both proposals are part of President Barack Obama's $447 billion jobs plan.

Extending the current 2 percentage point payroll tax cut isn't a popular idea with many Republicans, but allowing it to expire could harm the economy, economists say. So too would a cutoff of unemployment benefits averaging about $300 a week to millions of people who have been out of work for more than six months.

Serious negotiations ended Friday after Democrats rejected a $644 billion offer comprised of $543 billion in spending cuts, fees and other non-tax revenue, as well as $3 billion in tax revenue from closing a special tax break for corporate purchases of private jets. It also assumed $98 billion in reduced interest costs.

Earlier exchanges featured a more than $3 trillion plan from Democrats that would have increased tax revenues by $1.3 trillion in exchange for further cuts in agency budgets, a change in the measure used to calculate cost-of-living increases for Social Security beneficiaries, and curbs on the growth of Medicare and Medicaid.

"We put on the table a proposal that required tough compromises on both sides, and they never did that," said Rep. Chris Van Hollen, D-Md., the only House Democrat on the panel to participate in late-stage bipartisan talks.

Republicans countered with a $1.5 trillion plan that included a potential breakthrough ? $250 billion in higher taxes gleaned as Congress passes a future tax reform measure. The plan was trashed by Democrats, however, who said it would have lowered tax rates for the wealthy too far while eliminating tax breaks that chiefly benefit the middle class.

Nokia Siemens to lay off 17,000 worldwide (AP)

HELSINKI ? Wireless equipment maker Nokia Siemens Networks will slash 17,000 jobs ? almost one-quarter of its work force ? in a move to cut annual costs by euro1 billion ($1.35 billion) by 2013, company officials said Wednesday.

The joint venture between Finland's Nokia Corp. and Siemens AG of Germany said it would focus on mobile broadband networks and services as it slims down with a view to becoming an independent company.

Nokia Siemens has struggled to make a profit amid stiff competition in the global market for network infrastructure ? the technology and services needed to run mobile and fixed-line networks.

"As we look towards the prospect of an independent future, we need to take action now to improve our profitability and cash generation," CEO Rajeev Suri said Wednesday.

Nokia Siemens in July dropped plans to sell part of its business to private equity firms and said it would take steps to improve its competitiveness as a standalone company.

Market watchers had speculated that Nokia would want to dispose of its ownership in the loss-making venture and focus on developing mobile phones in its new partnership with Microsoft Corp.

Though Nokia is losing market share to rivals, including Samsung and Apple's iPhone, it remains the world's biggest mobile phone maker.

The network joint venture, by contrast, is falling behind its competitors, and has shown annual operating losses since it started operations in April 2007.

Besides traditional competitors such as LM Ericsson of Sweden, Nokia Siemens is now facing strong challenges from Asian rivals such as China's Huawei and ZTE Corp, said analyst Phil Kendall of Strategy Analytics.

"The Chinese have shaken up the operational environment by originally selling cheap hardware and won business that way, but have now built up a credible reputation and become quite competent technology providers," Kendall said. "All of the big traditional Western infrastructure vendors have really had to work hard to fight off the threat."

Last year, Nokia Siemens acquired the majority of Motorola Corp.'s wireless operations for $1.2 billion in a major thrust to gain a stronger foothold worldwide and to gain access to top American wireless carriers and cable companies, including ATT, Verizon Wireless and Sprint Nextel Corp., which depend on technology provided by infrastructure suppliers.

The layoffs would cut Nokia Siemens' 74,000-strong work force by 23 percent. Suri described the cuts as regrettable but necessary. He didn't specify what kind of jobs would be slashed.

"We will continue to push network outsourcing, we will not focus so much on field maintenance deals," Suri said. "That will allow us to use our global delivery capabilities and do remote management from our centers in India and Portugal and transform those businesses to pick up and make money."

Nokia shares jumped on the news, but closed down 2 percent at euro4.09 ($5.48) on the Helsinki Stock Exchange.

Based in Espoo, near Helsinki, Nokia Siemens has employees in 150 countries.

Moody's: France's rating outlook at risk

Moody's warned France on Monday that a sustained rise in its debt yields coupled with weakening economic growth could harm its ratings outlook, fuelling concern the euro zone's second largest economy might lose its AAA status.

Worries about a high fiscal deficit and banks' exposure to other troubled European sovereign debt have drawn France into the firing line of the bloc's crisis, despite the government's insistence it would do everything necessary to protect its top rating.

Moody's announced in mid-October it could place France's AAA rating on negative outlook in three months if the costs for helping to bailout French banks and other euro zone members overstretched its budget.

Dow falls over 300 points amid debt load fears

On Monday, the rating agency said that a worsening in the French bond market -- amid fears the sovereign debt crisis was spreading to the euro zone's core -- posed a threat to its credit outlook, though not at this stage to its actual rating.

"Elevated borrowing costs persisting for an extended period would amplify the fiscal challenges the French government faces amid a deteriorating growth outlook, with negative credit implications," Senior Credit Officer Alexander Kockerbeck said in Moody's Weekly Credit Outlook dated Nov. 21.

The premium investors charge on French 10-year debt compared to the German equivalent was up around 20 basis points at 163 bps following publication of Moody's report but remained well short of the 202 bps hit last week, a new euro-era high.

Moody's said that at last week's record level, France pays nearly twice as much as Germany for long-term funding, adding that a 100 basis point increase in yields roughly equates to an additional three billion euros in yearly funding costs.

Many investors have already discounted a downgrade to France's AAA rating, given expectations its economy will enter recession next year.

"In the current environment, people are expecting France to be downgraded," said Olivier Bizimana of Morgan Stanley, saying it appeared likely Moody's would revise down France's stable outlook if nothing changed. "The fiscal position is probably worse than other triple A countries and on top of that you don't have the back up of a central bank."

Trapped
France's AFT debt agency said on Monday that, despite a recent increase in the spread of French yields over benchmark German debt, its average medium- and long-term financing cost remained close to historically low levels.

"For the first 11 months of the year, it stood at 2.78 percent, its (second) lowest level since the creation of the euro, after 2.53 percent observed in 2010," AFT told Reuters in a statement.

Economists, however, said that France risked being sucked into a "fiscal trap" where slowing growth necessitated more austerity measures which in turn slowed growth even further.

"If on top of that you have interest rates which are increasing it means you have a vicious cycle where it's almost impossible to stabilise the trajectory of the debt and that could add pressure on the ratings," Bizimana said.

France's government recently cut its growth forecast for next year to 1 percent, from 1.75 percent, but most private economists still consider that far too optimistic.

Budget Minister Valerie Pecresse said the government would not take further austerity measures, after announcing a 65 billion euro package of cuts this month, saying a budgetary buffer of 6 billion euros next year would give it breathing room even if growth underperformed.

"We must above all avoid taking measures that plunge the country into recession," Pecresse said.

But Moody's said that slowing growth combined with rising interest rates would make it hard for France to hit its target of cutting the fiscal deficit from an estimated 5.7 percent at the end of this year to an EU ceiling of 3 percent by 2013.

"The French social model cannot be financed if the French economy's potential is not preserved. With further weakening GDP growth the political scope for the government to generate further savings in this case would be tested," Monday's note from Moody's said.

In a research report on Monday, JP Morgan's David Mackie said the stress in core euro zone bond markets increased the need for a dramatic response from policymakers.

"Not surprisingly all eyes are on the ECB, as the only institution able to step in quickly and decisively," he said, adding the ECB would start to intervene in the bond markets of even core countries.

Euro zone not working, words alone won't fix it: Buffett (Reuters)

IWAKI, Japan (Reuters) ? Billionaire investor Warren Buffett said Europe's debt crisis had shown up a "major flaw" in the 17-member euro zone system and it would take more than words to fix it.

"There is a major flaw in the euro system ... I do know the system as presently designed has a major flaw and that flaw won't be corrected just by words," he told CNBC during his first trip to Japan on Monday.

Buffett, dubbed the 'Oracle of Omaha' for his long track record as a value investor, said he had no idea how Europe's sovereign debt crisis, which started in Greece two years ago and rages on, would end, though he noted there were good valuations among companies in Europe.

"Not in the debt space, but in the equity space there are opportunities. I can think of a dozen euro stocks that are attractive ... there are stocks I like and wonderful businesses.

"We bought Tesco (TSCO.L) earlier. I could buy more if the price came down," said the 81-year-old chief of Berkshire Hathaway Inc (BRKa.N), referring to the British retailer.

Buffett earlier told reporters in Iwaki City in northeast Japan that he also sees opportunities to invest in the country and was not deterred by either the March earthquake or a scandal engulfing camera and medical device maker Olympus (7733.T).

Making a trip that he had canceled in March due to the earthquake and tsunami, Buffett told reporters: "My view on Japanese people and Japanese industries is unchanged. We just had a demonstration over months that the tsunami did not stop Japanese business and the people."

"Olympus doesn't change my view at all on Japanese investments," Buffett said, referring to a widening accounting scandal at the company, which has admitted hiding losses for decades through improper accounting, raising questions about Japanese corporate governance standards.

Buffett earlier opened a new plant at cutting tool maker Tungaloy Corp, a unit of an Israeli firm in which Berkshire Hathaway holds an 80 percent stake. The factory is just 40 km from the Fukushima Daiichi nuclear power plant that was crippled by the disaster in March.

Posing for photographs outside the new factory with staff, holding a sign saying, "Never give up, Fukushima," Buffett said he felt "very welcomed."

Tungaloy, once part of conglomerate Toshiba Corp (6502.T), supplies automakers with superhard tools used to cut, groove and turn engine parts.

JAPAN STRUGGLES

A swift recovery in Japanese manufacturers' supply chains and output helped the world's No. 3 economy rebound from a post-quake recession and grow by 1.5 percent in the third quarter.

But a strong yen, cooling demand in key export markets and disruptions from widespread flooding in Thailand -- a major production base for Japanese firms -- have clouded the outlook, and Japanese stocks are down about 18 percent this year -- their worst performance since 2008.

Japan's exports fell 3.7 percent in the year to October, the fastest pace in five months, signaling more weakness ahead as the strong yen and sputtering global growth drag on the recuperating economy.

IBM STAKE

Known for avoiding companies he does not understand -- including those in the technology sector -- Buffett surprised markets this month when he revealed Berkshire spent nearly $11 billion to build up a 5.5 percent stake in IBM (IBM.N).

Buffett has said he was convinced by IBM's long-term road map and by its entrenched position with major businesses -- part of the durable competitive advantage he looks for when investing.

Early this month, Berkshire Hathaway reported a smaller third-quarter profit after losing more than $2 billion on derivatives related to stock market performance.

During the quarter, Berkshire funded the purchase of chemical maker Lubrizol and a $5 billion investment in Bank of America Corp (BAC.N).

Or, what I did to make my life as easy as possible while battling ovarian cancer. These tips ? when taken with a dose of some Western medicine prescribed by your board-certified oncologist ? might be a key to your survival in some way. Maybe.

Make a Facebook status letting everyone know you have cancer. "Ewww, but I'm not an attention whore!" Hush, you blighted body! The only thing more exhausting than chemo is having a face-to-face conversation with everyone you've ever met about your battle of wills with a murderous tumor.?So after you tell the important people in your life, make a public announcement.?Otherwise, a lot of your casual acquaintances will bully you into long conversations because they want to be personally affected by your disease. These are usually the types who tell elaborate stories about their bad days; meeting a cancer patient is like meeting a celebrity to them. Nonchalantly noting the state of your health online helps deflate and deflect these sympathy vultures. In that same vein, tell your loved ones to openly mourn your bad news. I think my roommate literally told 50 people the week I was diagnosed, which was therapeutic for her and also saved me a ton of work.

Shave your head. Feel free to keep those luscious locks as long as you can, but the minute you see the beginnings of your first bald spot, it's game time. What no one will tell you ? aside from the fact that this level of hair loss is both disgusting and terrifying ? is that losing your hair to chemo actually kind of hurts. It doesn't come out gracefully, gently wafting through the air until it becomes part of a beautiful bird's nest;?it falls out in vicious fistfuls that forever stick to your bathroom tile. At points, it feels like someone is ripping it out of your head. This is because your hair follicles are dying, and they are pissed off about it.

Always have a ride to and from every appointment. I would think this tip is a no brainer, but there is a scene in 50/50 where Joseph Gordon-Levitt's character is waiting for a bus after chemo. This is absolutely unacceptable. While you don't usually feel terrible until a few hours after, there is no point in further exhausting yourself by experiencing the inconveniences of public transportation. It is scientifically proven that all buses smell weird, and since your sense of smell is inexplicably amplified right now, the people with bad body odor are really gonna do a number on your overactive gag reflex. Secondly, buses are like a one-way ticket to Germ City, which you cannot afford to take right now. Fact: chemo kills your white blood cells faster than you can say, "What's pneumonia feel like?" You need to treat every germy situation like you are a 98-year-old plastic bubble dweller who accidentally fell into a greasy puddle outside a methadone clinic: wash your hands often, and for god's sake, call your mom to come pick you up!

Obtain at least one TV series box set and one reliable barf bucket. Having cancer means you spend a lot of time incapacitated. There are Lifetime movies where the cancer victim (I say "victim" here because these people are such pusses in these movies) will dramatically flee to the bathroom to politely vomit. This is not how it happens. The truth is: if you stand up, there is a huge possibility you will immediately black out and fall down because you are so sick and tired you can't comprehend it, at which point you will puke on your shirt and maybe pee on yourself. This is not Lifetime dramatic; this is the real deal. There will be many times during your treatment where you will not be going to the bathroom unless it's within crawling distance. So get a good television series with characters whose problems you can easily focus on instead of your own, and settle in. If you can't decide on a show, I would recommend Gilmore Girls ? their zany conversations about easy-to-solve predicaments are super distracting.

Eat healthily, and as much as you can. Everything tastes like the chemicals being blasted into your body anyway, so you might as well take shots of wheatgrass and whatever other gross granola crud you have lying around. Someone who has never had cancer before will probably make the joke that they would take advantage of this aversion to food, using it to get down to their ideal Ukrainian supermodel body weight by weaning themselves off the junk food that stands in the way of this dream. This is not funny or relatable (even though it's true that I mistakenly ate Italian meatball soup while I was sick and now, almost five years later, still can't be in the same room as a bowl of it without experiencing pre-vomit goosebumps). Regardless of the truths behind this joke, I assume whoever says this has a gray area eating disorder, and that sucks and I am sorry, but we're talking about my sickness here so knock it off please!

You can be a jerk sometimes. Now that I've recovered ? physically and emotionally ? from my cancer, it's easier to look back on my actions. I realize now that I was a huge pain in my roommates' collective asses a lot of the time, in part because I was always sprawled out in a way that took up our entire living room couch, meaning no one else could ever sit down. I even left a permanent body dent. But that is okay. You are allowed to be a little grouchy and take up too much space when you feel more horrible than you will probably ever feel again in your entire life. Everyone will still love you. You know this to be true because they sit on the floor, watch Gilmore Girls reruns with you and assure you that your breath doesn't smell as barfy as it tastes. Appreciate it, because this kind of love doesn't come around often.

P Rex-1 protein key to melanoma metastasis

Researchers from UNC Lineberger Comprehensive Cancer Center are part of a team that has identified a protein, called P-Rex1, that is key to the movement of cells called melanoblasts. When these cells experience uncontrolled growth, melanoma develops.

Melanoma is one of the only forms of cancer that is still on the rise and is one of the most common forms of cancer in young adults. The incidence of melanoma in women under age 30 has increased more than 50 percent since 1980. Metastases are the major cause of death from melanoma.

The team found that mice lacking the P-Rex1 protein are resistant to melanoma metastases. When researchers tested human melanoma cells and tumor tissue for the protein, P-Rex1 was elevated in the majority of cases ? a clue that the protein plays an important role in the cancer's spread. Their findings were published today in the journal Nature Communications.

"We know that mutations in a gene called BRAF are important for the development of melanoma and several years ago we published a collaborative paper listing 82 proteins that seem to be affected by this genetic pathway. From that list, we focused on P-Rex1 in collaboration with Dr. Nancy Thomas here at UNC and researchers in the United Kingdom," says Channing Der, PhD, a member of the UNC research team. Der is Kenan Professor of pharmacology at UNC-Chapel Hill and member of UNC Lineberger.

A drug approved this summer, vemurafenib, is the first treatment directed at the BRAF mutation. Clinical trials found that the treatment offers a significant survival benefit.

"We think that vemurafenib may work, in part, by blocking the up-regulation of P-Rex1," Der adds.

"As a physician and scientist, I know firsthand the frustration of having very limited therapeutic options to offer to patients with metastatic melanoma," says Nancy Thomas, MD, PhD, whose laboratory analyzed the protein's expression in human cells. "Pinpointing that P-Rex1 plays a key role in metastasis gives us a better understanding of how vemurafenib may work and a target for developing new treatments," she adds.

Turkish journalists stand trial (AP)

ANKARA, Turkey ? Media rights groups say several journalists accused of involvement in an alleged plot to topple Turkey's Islamic-rooted government are going on trial after spending some nine months in jail,

The case is seen as a test for media freedoms in Turkey.

The Journalists' Union of Turkey says investigative journalists Nedim Sener and Ahmet Sik as well as writer Yalcin Kucuk ? a staunch government critic ? are among 13 suspects, who include some other reporters. It says international media rights groups will attend Tuesday's opening hearing.

Prosecutors say the suspects either plotted to bring down Prime Minister Recep Tayyip Erdogan's government in 2003 or aided the alleged plotters. Some 400 suspects, including other journalists, are already on trial.
